About this file

This is a Justification Review Document and Limited Source Justification and Approval for other than full and open competition (brand name) for a federal procurement.

The Defense Contract Management Agency (DCMA) Information Technology Directorate seeks to procure ServiceNow Software-as-a-Service (SaaS) licenses and related implementation, configuration, and support services for the Blue Unmanned Aircraft Systems (UAS) Cleared List mission. The procurement includes ServiceNow IL4 and IL5 licenses with modules for Public Sector Digital Services Professional, Sales and Order Management Professional, Strategic Portfolio Management, and Workflow Data Fabric, along with associated services such as incident/problem/change management, customer service management, IT Service Management, Role-Based Access Controls, data protection, and auditing. The estimated contract amount is $13,201,201.17 for a one-year base period plus four one-year option periods (January 30, 2026 – January 29, 2031). This is a new, Limited Source, Firm Fixed Price Task Order under an existing DoD Enterprise Software Initiative BPA utilizing FY26 Operation and Maintenance funds.

The justification cites 41 U.S.C. 152(3) and FAR 8.405-6(b) as authority for restricting competition to a single source. Market research evaluated multiple SaaS platforms including Salesforce Government Cloud Plus, Appian, Atlassian Jira Service Management, BMC Helix, and Microsoft Power Platform, as well as full-stack development options leveraging Microsoft Azure and Amazon Web Services. ServiceNow was determined to be the only acceptable solution due to its robust out-of-the-box capabilities, rapid deployment potential, inherent SaaS advantages, and reduced operational burden through vendor-managed security controls and infrastructure. Carahsoft Technology Corporation, the sole authorized reseller of ServiceNow on DoD-ESI under agreement N66001-19-A-0120, was identified as the single acceptable source. The procurement is justified as mission-critical based on executive directives requiring operationalization of the Blue List system by January 2026 to support warfighter procurement and deployment of low-cost UAS systems. The document notes that future market research will be conducted to evaluate comparable or technologically advanced products for consideration in future requirements.

5. Reason for Authority Cited: In accordance with FAR 8.405-6, orders placed on the Blanket

Purchase Agreement (BPA) established under Federal Supply Schedules are exempt from the requirements found in FAR Part 6. Based on the UAS Blue List technical requirements, the Requiring Activity (RA) performed a comprehensive evaluation of all commercially available products and determined that, in accordance with FAR 8.405-6(b)(1), ServiceNow is the only acceptable DoD ESI BPA solution due to its robust out-of-the-box (OOTB) capabilities, potential for quicker time to market, and the inherent advantages of a SaaS delivery model.

ServiceNow's comprehensive feature set aligns most closely with the critical needs outlined below, minimizing the need for extensive custom development and accelerating deployment. In accordance with DFARS PGI 208.7403(1), the requiring official determined that the required software and related services solution for this procurement are available from the DoD inventory through DoD-ESI. The requiring official further determined that ServiceNow SaaS is the only commercial software and related service solution available within the DoD inventory on a negotiated ESI/ESA that represents the best value to the Government in accordance with PGI 208.7403(4) procedures. DCMA seeks to obtain ServiceNow SaaS to meet the mission critical requirements of our warfighters and equip combat units with low cost UAS in a rapid deployment.

6. Efforts to Obtain Competition: In addition to the RA’s market research canvasing the commercial market for SaaS platform and resources, the Contracting Activity conducted a Request for Information (RFI) through General Services Agency’s (GSA) Market Research as a Service (MRAS) tool. An unclassified non-CUI requirement list with essential tasks was provided to seek ServiceNow IL4 and IL5 Licensing capabilities from GSA vendors. The search returned 28 interested sources; however, DFARS PGI 208.7403 requires commercial software or related services to be procured through DoD-ESI unless the Enterprise Service Agreement does not present terms, conditions or pricing that is the best value to the Government. The RA confirmed via independent market research that the negotiated ESI/ESA ServiceNow SaaS is the lowest price and best value to the Government. Competition for this will be considered if the DoD ESI no longer determined to be in the best interest of the Government.

7. Fair and Reasonable Cost Determination: The price will be determined fair and reasonable in accordance with price analysis techniques identified in FAR 8.405-2(d) proposal analysis. A memorandum detailing the Fair and Reasonable Price Determination will be included in the contract documentation.

8. Market Research Conducted: Market research was conducted to assess the newest technology on the market and to confirm if required sources could provide the technology to support this requirement. This included a review of vendor literature, industry engagements, and consideration of alternative solutions. Specifically, full-stack development options leveraging Microsoft Azure DoD IL5 and Amazon Web Services GovCloud IL4/IL5 were evaluated, along with a range of SaaS platforms including Salesforce Government Cloud Plus IL4/IL5, Appian Government Cloud, Atlassian Jira Service Management, BMC Helix (IL4/IL5), Cherwell/ChangeGear, and Microsoft Power Platform (IL4/IL5). ServiceNow was found to be the only SaaS with the capability to successfully transfer and build the platform required for UAS order fulfillment and rapid deployment to the warfighter.

Given the critical nature and condensed timelines, full-stack development options were found to be too risky. The increased complexity and extended timelines inherent in building a custom solution introduces unacceptable levels of risk, making readily available, proven SaaS platforms with robust security features a more prudent, cost-effective, and reliable choice. As such, the market research was narrowed to focus on the SaaS solutions listed above.

SaaS solutions provide a dual benefit of rapid deployment and reduced operational burden. The pre-configured nature of the ServiceNow SaaS platform drastically shortens the implementation timeline, enabling quick launch of the solution and address immediate needs. Simultaneously, ServiceNow assumes responsibility for the majority of National Institute of Standards and Technology (NIST) 800-53 cybersecurity controls allowing for inheritance and less time and effort to obtain (Authority to Operate) ATO. Additionally, all ongoing maintenance and support are handled by ServiceNow, the SaaS manufacturer, relieving Government IT teams of the time-consuming and costly tasks associated with system administration, security updates, and infrastructure management. This allows the focus to be on leveraging the solution to achieve our mission and business objectives, rather than technical complexities.

AbilityOne and UNICOR were searched with no responses.

A search was completed on DoD Enterprise Software Initiative (ESI). ServiceNow is available under DoD-ESI, and Carahsoft is an Enterprise Software Agreement (ESA) holder as an authorized reseller under agreement number N66001-19-A-0120. DCMA intends to issue an order to Carahsoft for the ServiceNow SaaS platform, to support the operational workflows of the Blue List UAS program from end to end.

9. Other Supporting Facts:

Operationalizing the Blue List is mission critical based on President Trump’s Executive Order 14307 “Unleashing American Drone Dominance” dated June 6, 2025 and the resulting directive memorandum from the Secretary of War dated July 10, 2025 titled “Unleashing U.S. Military Drone Dominance” transferring publication and maintenance of the Blue List to the DCMA.

Failing to implement a functional system in January 2026 greatly hinders our warfighter’s ability to procure and leverage drones on the battlefield - ultimately impacting national security interests.

The Blue List will include Blue Manufacturing, and the Blue Marketplace connect approved vendors and enable distributed, in-theater production and 3D printing, reducing dependency and speeding mission-specific adaptation. It will provide U.S. products, approving hundreds of items, and delegating authorities to warfighters for rapid adoption.

10. Sources: Carahsoft Technology Corporation (the sole authorized reseller of ServiceNow on DoD-ESI) was identified as the single acceptable source.

11. Actions Taken to Remove Barriers: As future requirements evolve, DCMA will monitor and perform market research to determine if comparable and/or technologically advanced products have been introduced to the market to be considered for future requirements.
