About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated March 23, 2026, for a sole-source contract award under 10 U.S.C. 3204(a)(1).

The contracting activity is FA8110 – AFLCMC/WBK-2, with the Department of the United States Air Force (USAF) – AFLCMC/WBZ as the awarding agency. The contract will be awarded on a sole-source basis to Resonant Sciences LLC for the total sustainment of Resonant Adaptable Zonal Radar (RAZR) Systems in support of the B-2 Systems Program Office. The contract scope includes sustainment of RAZR Systems, enclosed trailers, and all associated hardware and software, with the objective of maintaining all systems at 100% fully serviceable and user-ready operational status. The contract structure includes a one-year basic period plus two one-year options. The estimated value utilizes FY26, FY27, and FY28 appropriated funds, with an anticipated Firm Fixed Price (FFP) contract type for sustainment of 10 RAZR Systems.

The justification for sole-source award is based on Resonant Sciences being the only responsible source capable of providing total sustainment. Resonant Sciences developed the RAZR Systems through an Other Transaction Authority (OTA) prototype effort and possesses proprietary data rights, technical capabilities, and specialized knowledge necessary for preventative and corrective maintenance, on-site support, calibration, parts procurement, and hardware/software upgrades. Market research, including internet searches, SAM.gov review, a Sources Sought Synopsis issued February 9, 2026, Requests for Information, and correspondence with Government Subject Matter Experts and the Program Office, confirmed only Resonant Sciences can meet the requirement. While Resonant Sciences is currently working to qualify subcontractors and authorized vendors, no alternative sources currently exist. The USAF plans to continue market analysis for future RAZR Sustainment acquisitions to identify opportunities for competition in subsequent option periods.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: Department of the United States Air Forece (USAF) - AFLCMC/WBZ

Contracting Activity: FA8110 - AFLCMC/WBK-2

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This document approves the award of a contract on a sole source basis to Resonant Sciences LLC for the sustainment of Resonant Adaptable Zonal Radar (RAZR) Systems in support of the B-2 Systems Program Office (SPO). This justification is made on an Individual basis.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

This contract provides for the total sustainment of RAZR Systems, their enclosed trailers, and all associated hardware and software. The objective is to maintain all systems at a 100% fully serviceable and user-ready operational status. This contract includes a one-year basic contract period and two one-year options. The estimated value of this effort is with planned use of 3400 FY26 , FY27 ( and FY28 ( ) funds. The anticipated contract type of this effort is Firm Fixed Price (FFP) and sustainment will be for 10 RAZR Systems.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

The OEM, Resonant Sciences, developed the RAZR Systems currently being utilized through the B-2 Enterprise, through a prototype effort/Other Transaction Authority (OTA). Following the OTA, these systems were procured and delivered under contract and the interim contractor support (ICS) period of sustainment soon expires. Resonant Sciences is the only source capable of providing total sustainment of these and able to provide the personnel, management, tools, and labor for preventative and corrective maintenance, on-site support, calibration, parts procurement, and necessary hardware and software upgrades allowing for 100% fully serviceable and user-read operational status. Resonant Sciences is the only vendor producing and sustaining the RAZR Systems developed specifically for B-2 use and vendors outside of Resonant Sciences do not possess the data rights and technical capabilities of sustaining the RAZR Systems. As a result, the aforementioned statutory authority is applicable.

It's anticipated that RAZR Systems, currently meeting the capability needs of the B-2 SPO will be used for the foreseeable future until the end of the B-2's serviceability or until requirements change constituting a revised approach for obtaining and integrating adaptable zonal radar capabilities. Currently, Resonant Sciences is working to qualify subcontractors and authorized vendors to sustain their RAZR Systems but none are present at this time. Future follow-on sustainment efforts anticipate additional sources/competition that simply doesn't exist at this time.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Historical RAZR sustainment efforts withing the USG are not available as these systems were developed during and OTA process and first produced for the B-2 SPO under contract . Competition is restricted due to the OEM, Resonant Sciences owing the propriety data rights. Resonant Sciences is working to qualify subcontractors and authorize additional vendors to sustain RAZR systems.
