About this file

This is a Justification and Approval for Other Than Full and Open Competition document from the Department of Homeland Security's Federal Law Enforcement Training Centers (FLETC), Procurement Division, for a sole source contract with the Naval Weapons Station in Charleston, South Carolina.

FLETC Charleston intends to procure and install three complete electronic shooting range equipment upgrade packages on a sole source basis. The packages consist of an Electronic Turning Target System, ninety target stands, three independent control systems, ground-mounted high-speed 360-degree turning targets, lighted targets, a Smart Range Axis master control system, and wireless tablet control. The contract type is Firm Fixed Price, with funding from the Charleston Tactical Training Area/Building (OB3) in Fiscal Year 2026. The statutory authority for sole source procurement is 41 U.S.C. 3304(a)(1), justified under the "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" provision. The manufacturer holds all proprietary rights to the equipment and installation and is the sole manufacturer, distributor, and installer for this shooting range equipment. Market research via internet search confirmed no other compatible alternatives are available. A SAM.gov notice will be publicized on May 8, 2026. The Contracting Officer will evaluate pricing for fair and reasonableness based on commercial vendor pricing standards. No firms have expressed written interest in the acquisition due to the manufacturer's proprietary control, and no exception to the Buy American Statute applies.
