About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition document dated June 15, 2026.

The Air Force Material Command, Air Force Test Center (AFTC-OL EGLIN) is justifying a sole source contract award to Okaloosa County for Dark Fiber Maintenance in support of the 96 Range Group. The contract is valued at less than $10 million and is a Firm-Fixed-Price agreement for preventive maintenance and repair of fiber infrastructure owned by Okaloosa County. Services include all aspects of operating, maintaining, and repairing the fiber infrastructure, including cable locates, emergency splices, repairs, typical maintenance and repairs, recovery times, and regeneration sites. The contractor must perform testing and inspections on all affected fiber to ensure technical adequacy and accuracy of work, including required reports and documentation. The funding source is RDT&E 3600 funds.

The justification cites RFO 12.201-1 (Simplified Procedures, 41 U.S.C. 1901) and RFO 12.201-2 (Other procedures, 10 U.S.C. 3204(a)(1)) as statutory authority. The rationale for sole source procurement is that Okaloosa County owns the fiber infrastructure and has granted Eglin AFB use rights to the infrastructure, making it proprietary to the County. The Contracting Officer (Kristina B. Brannon) and Technical and Requirements Personnel (Kevin Steele) certified the justification as accurate and complete on June 15, 2026. No actions to overcome barriers to competition are identified in the document.
