About this file
This is a Justification for Other Than Full and Open Competition document for a sole source federal contract action.
The Department of Veterans Affairs, Marion Illinois Medical Center requires on-site full service planned maintenance and corrective maintenance (repair) services for existing Pyxis Medication and Supply Systems currently installed at the facility and associated healthcare facilities. The contractor must supply all labor, materials, equipment, tools, supervision, and incidentals necessary to maintain and repair the Becton Dickinson Company (BD) CareFusion Pyxis dispensing systems in accordance with manufacturer recommendations, Joint Commission standards, and design specifications. The contract is structured as a firm-fixed price (FFP) effort with a base period of 12 months and four 12-month option periods, for a total estimated five-year performance period. The sole source contractor identified is CareFusion, LLC, located at 3750 Torrey View Court, San Diego, CA 92130.
The justification cites 41 U.S.C. 3304(a)(1) and FAR 6.103-1b as statutory authority for the exception to full and open competition, establishing that CareFusion is the exclusive manufacturer and sole provider capable of performing Pyxis installation and maintenance services, with only CareFusion and its Field Service Technician Affiliates authorized to perform these services. The government conducted comprehensive market research in November 2025 and January 2026, including evaluation of competing automated dispensing cabinet systems (Omnicell XT Series, Capsa Healthcare NexsysADC, and Touchpoint Medical medDispense), which were determined to be incompatible with existing VA-owned Pyxis systems. The government confirmed that any service performed by third-party vendors would void the manufacturer warranty and render systems unsupported, making continuation of CareFusion services essential to maintain pharmacy workflow, financial performance, regulatory compliance, and patient care delivery.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity: Department of Veterans Affairs Office of Procurement, Acquisition, and Logistics
Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724
2. Description of Action: The Department of Veterans Affairs (VA), Marion, Illinois Medical Center has a requirement for a sole source action for a base year and four option periods, firm-fixed price (FFP) effort for the complete on-site full service planned maintenance and corrective maintenance (repair) of the Pyxis Medication and Supply System currently installed within the Marion, Illinois Medical Center and associated healthcare facilities with CareFusion, LLC., 3750 Torrey View Court, San Diego, CA 92130.

The Contractor shall supply all labor, materials, equipment, tools, supervision, and all incidentals required to complete on-site full service planned maintenance and corrective maintenance (repair) of the Pyxis Medication and Supply System being utilized within the VA facilities listed in this PWS, in accordance with Manufacturer’s recommendations, Joint Commission standards, design specifications, and the specifications, terms, and conditions of this contract. The currently installed BD CareFusion Pyxis dispensing system provides comprehensive medication and supply management. These systems help clinicians safely and efficiently access and dispense medications and medical supplies from secure cabinets located near the point of care. The Pyxis dispensing system streamlines pharmacy workflow, improves financial performance, facilitates regulatory compliance, and enhances medication, safety, and patient care. It also allows hospital pharmacies to safely and efficiently compound medications for infusion. The expected useful life of the equipment/hardware and associated maintenance is estimated to be 5 years. The period of performance shall include a Base Period of 12 months and four 12-month option periods. The total estimated price of the proposed action is .
4. Statutory Authority: The statutory authority permitting an exception to fair opportunity is 41 U.S.C. 3304(a)(1) as implemented by the Revolutionary Federal Acquisition Regulation (FAR) Overhaul in 6.103-1b, entitled “One Responsible Source” as Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements.
5. Rationale Supporting Use of Authority Cited Above: Based on Market Research which is described in Section 8, CareFusion Solutions, LLC is the exclusive manufacturer and provider of Pyxis products and services and the sole company capable of performing installation and maintenance. Only CareFusion and thier Field
PYXIS Maintenance Support Services VA-26-00029250
Service Technician Affiliates have the capabilities and authorization necessary to perform installation and maintenance services for Pyxis products. Performance of those services by any other party voids our warranty for the serviced products. Due to proprietary constraints, only BD CareFusion and its Field Service Technician Affiliates have the capabilities and authorization necessary to perform installation and maintenance services for the VA owned Pyxis products. Additionally, Carefusion also maintains an active Business Associates Agreement to further enhance their capability of providing remote support. Additionally, no other system will work in uniting all devices associated with this system. Removing or pausing services provided by the BD CareFusion Pyxis dispensing systems would disrupt pharmacy workflow, diminish financial performance, jeopardize the VA’s regulatory compliance, and present immediate harm to the delivery of medication, safety, and critical patient care.
6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. This effort did not yield any additional sources which can meet the Government’s requirements. Additionally, the proposed action will be synopsized on the Contracting Opportunities Page in accordance with FAR 5.201. Any proposals that are received shall be evaluated.
7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the market place that would enable future actions to be competed.
8. Market Research: In November/December 2025 Government technical experts conducted market research in support of this effort. Techniques used to conduct market research included acquisition history, verbal communications with subject matter experts such as technicians and personnel actively using the services and products required for this effort. Additionally, the Government technical experts searched SAM.gov. Lastly, market research was conducted to ascertain if any other vendor could provide the support required for this effort. Specifically, the Government’s technical experts conducted research to evaluate other automated dispensing cabinet systems, which included Omnicell XT Series, Capsa Healthcare (NexsysADC), and Touchpoint Medical (medDispense); however, these systems are not compatible with VA-owned Pyxis systems currently installed and cannot support or service Pyxis equipment.
The Contract Specialist (CS) conducted market research on January 06, 2026, by using the National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement V Governmentwide Acquisition Contract Market Research tool by searching “Pyxis”, “CareFusion”, and “BD”. This resulted in one provider, CareFusion Solutions LLC, with 27 Contract Holder Relationships. Of the 27 Contract Holder Relationships, 8 were listed as approved resellers. On January 9, 2026 the CS reached out to CareFusion Solutions LLC, a wholly owned subsidiary of BD and requested if BD or any BD-authorized resellers currently hold Government contracts suitable for this requirement. On January 12, 2026, CareFusion Solutions LLC responded that BD has two SDVOSB partners who are authorized distributors of Pyxis capital equipment and hold SEWP contracts. It was noted that these two SDVOSB’s were approved resellers of hardware and do not provide the required services.
On January 13, 2026 BD followed-up and stated the company is the exclusive manufacturer and provider of Pyxis products and services and the sole company capable of performing installation and maintenance services. Additionally, CareFusion Solutions LLC does not currently have any authorization or certification process in place for companies performing service or maintenance on Pyxis equipment. Any service or maintenance performed by a third-party vendor, other than CareFusion Field Service Technician Affiliates, would render null and void any existing warranty and be unsupported by CareFusion Solutions, LLC. Therefore, the vendors listed within the SEWP Market Research Tool do not possess the capabilities to meet the requirements of this effort.
