Justification and Approval for Sole Source Procurement
This document is a Justification and Approval (J&A) for use of other than full and open competition for a sole source contract award to Lockheed Martin Corporation (LM) Derco under CAGE 8X044. The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, located in New Jersey, is procuring 134 pieces of Peculiar Support Equipment (PSE) required to fill deficits necessary for Organizational/Intermediate and Depot Level Maintenance tasks on C-130 type aircraft. The statutory authority for this non-competitive procurement is 10 U.S.C. 3204(a)(1), citing that only one responsible source and no other supplies or services will satisfy agency requirements. The estimated dollar value of the acquisition is redacted in the document.
The justification establishes that LM Derco, as the Original Equipment Manufacturer (OEM), is the sole source capable of providing the required PSE because it owns the proprietary technical drawings, design rights, and technical data package necessary for the equipment. Two of the required PSE items are Critical Safety Items (CSI) that require proof load testing, and only LM Derco is an approved source to manufacture and test these items. Procuring alternative PSE would result in schedule delays reducing fleet readiness, require validation and certification testing, and could create safety risks involving loss of life or permanent disability. Market research was conducted across multiple sources including FPDS-NG, Dynamic Small Business Search, Google, Yahoo, and Haystack Gold/FLIS, with results confirming only LM can provide the required equipment. A Request for Information was published on SAM.gov on February 13, 2025, with no substantive responses received. The Contracting Officer has determined the anticipated cost is fair and reasonable, and no plans exist to compete future contracts for these supplies unless another potential source emerges.

8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAWCAD LKE has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NA WCAD LKE will assess whether competition for future requirements is feasible.
