About this file
This Sole Source Justification document is for the 36th Contracting Squadron at Andersen Air Force Base in Guam, seeking to procure specialized manufacturing equipment including HAAS Mini Mill, VF-4, UMC-750SS 5-axis milling machine, ST-20 CNC lathe, and Phillips Hybrid Fronius PAH-WAHM-F400 metal additive manufacturing attachment. The total estimated contract cost is $1,119,492.80, with funding between $750K and $15M. These systems are critical for expanding in-house machining capabilities to support aircraft and Aerospace Ground Equipment component fabrication and repair for platforms like B-1, B-52, RQ-4, C-130, KC-135, and F-series aircraft.
Phillips Corporation Inc., Federal Division is identified as the sole authorized distributor of HAAS Machines Tools for U.S. Government facilities. Market research was conducted on 8 Aug 2025 via FPDS, SAM, and Sources Sought, with three vendors responding: Mazac LLC, BHPE LLC, and Phillips Corporation Federal Division. The Air Force Metals Technology Office determined HAAS as the best-in-class equipment, and the machines are on the Air Force Materiel Command's Qualified Products List. The justification emphasizes that these machines are essential for mission readiness, providing advanced multi-axis machining, precision manufacturing, and on-demand production capabilities that would be severely impaired if not procured.

The HAAS Mini Mill, VF-4, UMC-750SS 5-axis milling machine, ST-20 CNC lathe, and Phillips Hybrid Fronius PAH-WAHM-F400 metal additive manufacturing attachment are essential assets for expanding in-house machining capabilities and sustaining mission-critical operations at Andersen AFB. These systems collectively enable precision fabrication and repair of aircraft and Aerospace Ground Equipment (AGE) components, supporting platforms such as the B-1, B-52, RQ-4, C-130, KC-135, and F-series aircraft.
The Mini Mill ensures uninterrupted workflow by handling smaller components and tool repairs, while also serving as a foundational training platform. The VF-4 delivers robust CNC machining for high-demand parts, and the ST-20 provides high-precision turning for cylindrical components, bushings, and fittings, broadening fabrication capabilities across the Metals Technology Section. The HAAS UMC-750SS enhances multi-axis machining capacity, allowing complex aerospace-grade components to be produced in a single setup with superior accuracy and efficiency. When integrated with the PAH-WAHM-F400 hybrid additive attachment, it enables rapid, on-demand production of stainless steel, titanium, and aluminum parts through direct metal deposition and machining, reducing reliance on external suppliers and mitigating delays caused by Guam's geographic isolation. Together, these systems optimize machining processes, improve quality assurance, and promote continuous innovation, directly contributing to mission readiness and operational effectiveness during exercises and real-world deployments.
This procurement is essential for establishing on-site manufacturing of aircraft components, providing advanced technical training, expanding multi-axis machining capabilities, and implementing cutting-edge additive manufacturing techniques.
Failure to procure these items will severely impair the 36th Wing's ability to effectively repair and manufacture aircraft components, resulting in a diminished capacity to support transient aircraft, USAF and joint partners during exercises, and potentially compromising operational effectiveness during contingency operations within the Pacific Theatre. The HAAS Mini Mill, VF-4, UMC-750SS, ST-20, and the Phillips Hybrid Fronius PAH-WAHM-F400 metal additive manufacturing attachment represent a synergistic capability that will deliver the precision machining, operational efficiency, and advanced manufacturing capacity necessary to maintain mission readiness and ensure long-term sustainment of critical aircraft assets.

Phillips Corporation Inc., Federal Division is the sole authorized distributor of HAAS Machines Tools and associated factory-certified service and training, for United States Government facilities. No other distributor or agent is authorized to represent HAAS in the federal government space. All Machines supplied by Phillips Federal are shipped directly from the factory with no aftermarket substitutions allowed to comply with strict design requirements.
Potential alternate vendors must be an authorized reseller/distributor for HAAS. Phillips Federal is the only source provided by HAAS that is authorized to handle Federal Government requirements.
Therefore, this requirement should be solicited on a sole source basis.
The Metal Technology Fabrication Office (MFTO) is responsible for defining the essential requirements for the Aircraft Structures and Metals Technology sections. This office conducts investigative research to assess specialized equipment, analyzing various operational categories and evaluating competing technologies to ensure optimal selection for mission readiness and capability enhancement. The Air Force Metals Technology Office has conducted research and reviewed literature from manufacturers and suppliers in an effort to source CNC universal/vertical machining centers compatible with Air Force Metals Technology shop requirements but have not been successful to date.
HAAS has been determined the best in class and compliance with regards to competitors and consistent with reliable equipment and service.
Contracting Activities will be required to make an individual determination of price fair and reasonableness in accordance with (IAW) FAR 13.106-3(a) (simplified acquisitions) prior to the award. The Contracting Officer anticipates being able to determine and obtain a fair and reasonable price based on a comparison of the proposed price with prices found reasonable on previous purchases.
Market research was accomplished by 36 CONS on 8 Aug 2025 via FPDS, SAM and Sources Sought.
The 36th CONS has posted Sources Sought on SAM.GOV, inviting all responsible sources to submit a capability statement for the consideration of the Government to determine whether to conduct competitive procurement.
A total of three (3) vendors responded. A capability statement and catalog were received from one (1) vendor, Mazac, LLC, on 8 Aug 2025. One (1) vendor, BHPE LLC, expressed interest on 6 Aug 2025, but did not provide a capability statement. And Phillips Corporation Federal Division, the only source provided by HAAS that is authorized to handle Federal Government requirements.
A capability statement and catalog from Mazac, LLC was sent to Mission Partner's SME to further validate if Mazac's CNC Machines can provide all required capabilities. Per the SME, the CNC

Also, sourcing equipment outside of HAAS would likely render approximately $30,000 worth of tooling obsolete, as compatibility across brands and models is not guaranteed.
Additionally, the Fronius metal additive manufacturing system is specifically designed to interface with HAAS equipment, including software integration.
Per the Department of the Air Force Instruction (DAFI 63-140) and Air Force Materiel Command (AFMC) Supplement (DAFI63-140_AFMCSUP), the Air Force Metal Fabrication and Technologies Office (MFTO) serves as the Operational Safety, Suitability, and Effectiveness (OSS&E)) Equipment Authority for the AMT and ASM Career Fields. In compliance with the DAFI directives, The MFTO is executing the standardization of critical industrial equipment assets affecting the maintenance and sustainment of aircraft, weapons systems, and supporting equipment across the Air Force.
AFMC has a Qualified Products List (QPL) of manufacturing equipment. The HAAS Mini Mill, VF-4, UMC-750SS, ST-20, and the Phillips Hybrid Fronius PAH-WAHM-F400 is on the approved list.

The environment for HAAS CNC Machine's is such that most purchases must be supported by a sole-source J&A to meet customer requirements. It is anticipated that MXS' ability to effectively repair and manufacture aircraft components, and associated services will continue to be a sole source requirement due to Phillips Corporation Inc., Federal Division, as the sole and exclusive distributor of HAAS CNC Machines. Patented proprietary technology and associated vendor-specific features that
