This is a Justification and Approval (J&A) document for a sole source acquisition of C-5 Flight Control Manifolds for the U.S. Air Force. The Air Force Sustainment Center (AFSC) at Tinker Air Force Base is seeking authority to procure new manufacture and remanufacture of six types of flight control manifolds under FAR 6.302-1 (Only One Responsible Source). This modification will add new manufacture and remanufacture CLINs to the existing enterprise contract FA8109-18-D-0004, Option Period 1, Years 3 and 4, which is a firm-fixed price, indefinite delivery requirements contract. The dollar value of the acquisition falls within the $15M to $100M range.

The procurement includes 78 new manufacture manifold units across six NSNs, with estimated unit prices based on DLA Federal Logistics Information Services pricing. Remanufacture requirements total 209 units across the six manifolds over two years, with remanufacturing involving disassembly, cleaning, component replacement, reassembly, and testing per OEM specifications. Market research conducted from October to December 2024 through various databases, a Sources Sought Synopsis posted October 28, 2024 (closed November 27, 2024), and internet searches identified no alternative sources capable of manufacturing or remanufacturing these C-5 unique flight control manifolds. Parker-Hannifin is the only source possessing adequate technical data, required test equipment, and specialized inspection facilities. The acquisition will be funded with Consolidated Sustainment Activity Group (CSAG) appropriations and is intended to reduce current backorders and support Programmed Depot Maintenance 100% replacement requirements. The J&A was approved by the Senior Contracting Official on November 5, 2025.

Justification and Approval (J&A) for Other Than Full and Open Competition

I. Agency and Contracting Activity.

This individual Justification and Approval is to request authority for Other Than Full and Open Competition to support manufacture and remanufacture requirements for the C-5 Flight Control Manifolds as generated by the Air Force Sustainment Center (AFSC), 448th Supply Chain management Wing (SCMW), 638th Supply Chain Management Group (SCMG), 409th Supply Chain Management Squadron (SCMS)/GUMAB. The contracting activity for this requirement is AFSC/ PZAAC located at Tinker AFB.

II. Nature and/or description of the action being approved.

Due to the circumstances described herein, the requiring activity requests authority to procure new manufacture manifolds, as well as send flight control manifolds for remanufacture using, Other Than Full and Open Competition, as defined by FAR 6.302-1, Only One Responsible Source and No Other Supply or Services Will Satisfy Agency Requirements. This action will support modification to add new manufacture and remanufacture CLINS to the current enterprise contract FA8109-18- D-0004, Option Period 1, Years 3 and 4. This contract is a firm-fixed price, indefinite delivery requirements contract sole source to Parker-Hannifin. This sole source requirement will be acquired from the following company:

III. Description of supplies/services required to meet agency needs.

This J&A will be used to support the procurement of manufacture and re-manufacture for the C-5 Flight Control Manifolds as listed below in the sustainment of the C-5 aircraft, where the supplier, Parker-Hannifin, is identified as the only responsible source. The requested delivery schedule is .

These supplies provide serviceable assets to reduce current back orders and meet monthly demand rates that will support Air Force sorties and Programmed Depot Maintenance (PDM) 100% replacement requirements. This J&A is for a modification to add new manufacture and remanufacture CLINs to FA8109-18-D-0004 and will be funded with Consolidated Sustainment Activity Group (CSAG) appropriations.

The remanufacture of items included in this effort was previously procured through modification to the same contract but the prior J&A only covered remanufacture CLINs for the base period. This modification will add remanufacture CLINs as well as manufacture CLINs to Option Period 1, Years 3 and 4.

Spares replenishment requirement is listed below with estimated unit costs per unit. Best Estimated Quantities (BEQ) are derived from the requirement system Service Parts Management (SPM/ESCAPE) used by 448th SCMW.

Logistics Information Services (FLIS) unit prices, as past procurement was done under Lockheed Martin during the C-5 Reliability Enhancement and Re-Engining Program (RERP).

The Manifold re-manufacture requirement includes the manifold being disassembled, cleaned, components replaced, reassembled, and then tested in accordance with OEM specifications. Prices are derived from the latest proposal from Parker- Hannifin, , submitted in February 2024.

Best Estimated Quantities (BEQ) are derived from the requirement system SPM/ESCAPE used by 448th SCMW.

At this time, due to the circumstances described below in Sections IV and X, there are no immediate actions thats could be taken to develop competition of the above requirement. There will be no separately priced CLINs to purchase Intellectual Property (IP) or rights to the IP for the items listed above.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.

This J&A addresses the 448th SCMW requirement to fulfill the new manufacture and re-manufacture requirements called out in Section III, as a sole source acquisition. For these items, the only source that can satisfy the requirement is the Original Equipment Manufacturer (OEM), Parker-Hannifin Corporation.

Market Research and analysis revealed 2 major factors that limit the ability of the Government to obtain competition for the

These factors are described herein and cover Acquisition Method Suffix Code (AMSC): B for new manufacture and Repair Method Suffix Code (RMSC): N for the re-manufacture requirement. All other AMSC and RMSCs are not applicable to this requirement or J&A.

Factor 1 - Items for which the Government does not have adequate technical data for acquisition (AMSC-B)

The current Screening Analysis Worksheets (AFMC Form 761s) for the 6ea. C-5 Flight Control Manifold NSNs, require that the parts listed in this J&A are to be acquired from the manufacturing source specified on a source control or selected item drawing as defined by the current version of DoD-STD-100, Suitable Technical Data. Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. The data review conducted during the screening analysis discloses that the required data needed is not in the Government's possession and cannot be economically obtained.

The source control drawings above require manifolds be procured from the approved source: Parker-Hannifin Corp. Control Systems Division CAGE: 82106

Factor 2 - Items for which the Government does have not adequate technical data for re-manufacture (RMSC-N).

Remanufacture of the manifolds listed in this J&A requires special test and/or inspection facilities to determine and maintain ultra-precision quality for its function or system integrity. Substantiation and inspection of the precision or quality cannot be accomplished without such specialized test or inspection facilities.

the manifolds were added to the Parker-Hannifin Enterprise contract FA8109-18-D-0004, for re-manufacture, in order to support a backlog of PDM and field requirements. The current repair source, Parker-Hannifin, is the only known source to possess the required test equipment to manufacture and re-manufacture the items specified in Section III.

AFSC, 448th SCMW, 638th SCMG, and 409th SCMS/GUMAB have determined award to any other source would result in unacceptable delays in fulfilling the agency's requirements.

VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market Research was conducted 16 October 2024 - 5 December 2024 for the NSNs listed in Section III IAW FAR Part 10 by the Integrated Product Team (IPT), consisting of a Program Manager, Equipment Specialist, Mechanical Engineer, and Contracting Officer. This research included inquiries of available systems such as Dynamic Small Business, Haystack, ThomasNet, ILSMart, and website for manufacturers with similar items. This research revealed there are no commercial items or companies available to meet our requirements. Results of this research are recorded on the AFMC Form 761 and 762. The purpose of these forms are to establish and document the Acquisition and Repair Method Suffix Codes and the approved source to support the requirement listed in this J&A. The only approved source for this manufacture and re-manufacture requirement is Parker-Hannifin Corporation CAGE: 82106.

A SSS was posted on 28 October 2024 and closed on 27 November 2024 in order to identify and locate additional or alternate sources for manufacture and re-manufacture. The SSS posting included all items in Section III, including NSN, P/N, and BEQ for each item. The SSS requested responses from interested vendors that possess the expertise, capabilities, and experience to meet the qualification requirements for this effort. The SSS was posted on SAM.gov in order to provide the widest dissemination of information to the marketplace. There was 1 response to the SSS from An email was sent to contact email listed requesting capabilities related to aircraft manifolds manufacturing and re-manufacturing. No response has been received to date. Research into previous Government contracts with revealed no previous contracts related to aircraft manifold manufacturing/re-manufacturing.

Performed a Dynamic Small Business search on 4 December 2024 at https://dsbs.sba.gov/ using NAICS code 332912 (Fluid Power Valve Manufacturing) and keywords "manifold." The search returned 3 companies that listed Hydraulic Manifolds under capabilities. None of which support a manufacture capability for C-5 Flight Control Manifolds or licensing agreements with Parker-Hannifin.

Performed an Internet search at https://www.thomasnet.com/ using the following search criteria:

- Aircraft Hydraulic Manifolds NAIC 332912

- ISO 9001 Quality Certifications Search resulted in 2 suppliers. None of which support a manufacture capability for C-5 Flight Control Manifolds or licensing agreements with Parker-Hannifin.

Performed an Internet search at https://www.thomasnet.com/ using the following search criteria:

- Aircraft Hydraulic Manifolds NAICS code 811219

- ISO 9001 Quality Certification Search resulted in 21 suppliers, none of which support the manifolds used on the C-5 Galaxy Flight Control manifolds listed in the MRR and J&A.

Performed a Dynamic Small Business search on 4 December 2024 at https://dsbs.sba.gov/ using NAICS code 811219 (other aircraft parts and auxiliary equipment manufacturing) and keyword "manifold." The search did not return any results.

While several companies may have the capability to manufacture and remanufacture flight control manifolds, these manifolds are C-5 unique flight control manifolds with military unique applications for which the Government does not own a technical data package for the subject items, to provide to any potential vendors.

The market research conducted supports procuring manufactured manifolds and re-manufactured manifolds from the OEM, as documented on the AFMC Form 761 and 762 (Screening Analysis Worksheet (761) and Contract Repair Screening Analysis Worksheet (762)). Based on the extensive market research, it is recommended that a modification be added to the current

Parker-Hannifin Enterprise contract FA8109-18-D-0004, to procure newly manufactured flight control manifolds and continue to support re-manufacture of manifolds for the C-5 Galaxy on aformentioned contract.

VIII. Any other facts supporting the use of Other Than Full and Open Competition.

None.

IX. List of any sources that expressed, in writing, an interest in the acquisition.

X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.

The 448th SCMW will continue to monitor the marketplace for potential sources that can support this requirement. The Government will continue to periodically screen the NSNs listed in this J&A for changes in data and source availability.

IAW DFARS PGI 206.304(a)(S-70)(ii), the prior J&A was for remanufacture only and stated the Government will engage with the OEM to determine the feasibility of procuring the data package, which was accomplished.

As stated in Section IV, and throughout this J&A, the Government does not own the complete technical data rights package to support full and open competition. Attempts to purchase or acquire the necessary Technical Data Package (TDP) have been unsuccessful.

While the current and previous market research reports indicate a sole source for C-5 Flight Control Manifold manufacture and re-manufacture, the government will continue to engage with the OEM each time the market research is revalidated to determine the feasibility of procuring the complete data package.
