About this file

This is a Justification for an Exception to Fair Opportunity (J&A) document for a sole-source contract award by the Department of Veterans Affairs (VA).

The VA intends to award a Firm Fixed Price contract to DexteriTech Solutions – Next Gen, LLC (DTS-NG), a Service-Disabled Veteran-Owned Small Business (SDVOSB), for Personal Identity Verification (PIV) System Operations, Maintenance, Sustainment and Engineering Support Services. The contractor is located at 10619 Canterberry Road, Fairfax Station, VA 22039. The contract will support the VA's Office of Information and Technology (OIT) Connectivity & Collaboration Services (CCS) PIV program and operations, covering project management, operations and maintenance, and systems implementation. The period of performance consists of one 12-month base period and two 12-month option periods, with two additional optional tasks if exercised. The acquisition is below the $5,000,000 threshold and is authorized under 38 U.S.C. 8127(c) (Veterans First Contracting Program) and FAR 6.103-5.

The justification supports sole-source award to DTS-NG based on their incumbent status as the current service provider under the T4NG contract (which won competitively in March 2023 and expires March 6, 2026), their specialized expertise in VA PIV systems and issuance architecture, and their already-onboarded staff with current system knowledge. The current task order expires March 14, 2026, and discontinuity would jeopardize FISMA and HSPD-12 compliance and disrupt credentialing services across the VA. Market research conducted in January 2026 identified other potential sources (Client First Technologies and Mind Computing, Inc.) but determined they lack DTS-NG's specialized knowledge and established presence. DTS-NG is registered as a certified SDVOSB in SBA systems, is registered in SAM.gov, and maintains a satisfactory performance record with 16 prior performance ratings of Satisfactory or above. The Procuring Contracting Officer certifies the acquisition meets all requirements under 38 U.S.C. 8127(c) and VAAR 819.7008, and the Advocate for Competition approved the exception to fair opportunity acquisition.

Personal Identity Verification System Control Number: VA-26-00032523 Operations, Maintenance, Sustainment and Engineering Support Services

4. Statutory Authority: The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C. 3304(a)(5), “Authorized or Required by Statute”, as implemented by FAR 6.103-5. For this action, 38 U.S.C. 8127(c), known as the Veterans First Contracting Program provides the authority to directly contract with a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB).

5. Rationale Supporting Use of Authority Cited Above: The proposed source for this acquisition is DexteriTech Solutions-Next Gen, LLC. (DTS-NG) 10619 Canterberry RD, Fairfax Station, VA 22039. DTS-NG is a certified SDVOSB and is technically qualified to provide PIV Operations and Maintenance and Systems Implementation Services as required by the Performance Work Statement (PWS). DTS won a competitive task order under Transformation Twenty-One Total Technology Next Generation (T4NG) in March 2023 to perform this work and has performed successfully to date. DTS was a joint venture between Planned Systems Internation (PSI) and The Green Technology Group. DTS stated this joint venture expired but will still be able to operate under T4NG. The T4NG contracts will expire on March 6, 2026. For this reason, the follow-on procurement will be solicited as open market to DTS-NG which is the Next Generation joint venture between The Green Technology Group and Pro-Sphere Tek, Inc.

In September 2021, VA incorporated the PIV NextGen solution into the overall VA PIV card issuance architecture. VA has a policy and management directive to be in continuous modernization and PIV NextGen is that effort to continue to modernize PIV services. The current overarching VA PIV system consists of a shared services model. The backend systems supporting the NextGen PIV System are managed by the shared services provider while VA manages front-end systems and integrations between VA systems and NextGen systems.

VA had established over 230 PIV Issuance Centers nationwide including offices located in Alaska, Hawaii, and Manila Philippines. Approximately 7,000 cards are issued each week. The VA legacy system no longer issue any cards. All VA PIV cards are issued by VA PIV NextGen Systems.

The governance, administration, management, delivery and sustainment of the VA NextGen PIV systems require the participation of a large and diverse group of stakeholders. The system follows FIPS-201 which specifies a process model for managing the lifecycle of the HSPD-12 defined as “form of identification.” This process was established in the legacy PIV system and has been replicated in the NextGen PIV.

In a people-process-technology implementation, this lifecycle process incorporates a designated set of FIPS-201 defined roles (i.e., applicants, sponsors, registrars and issuers) and the technical solution that supports these roles. FIPS 201 provides a notional model for the technical approach in satisfying the technical-related business requirements. In addition to the overarching Federal Agency, agencies may define and implement agency-specific business needs in order to accommodate special conditions or additional requirements.

and Engineering Support Services

VA’s agency-specific requirements are defined in VA Handbook 0735, HSPD-12 Program.

Support of the VA PIV issuance process requires specialized, cross-functional expertise. The issuance workflow encompasses interactions with VA Identity Management Systems, Onboarding and Provisioning Services, Active Directory, and VA credential management policies. DTS-NG is uniquely qualified to continue to provide PIV sustainment services, as their previous JV, DTS, is the incumbent of the current task order for the PIV System, Maintenance, Sustainment and Engineering Support Services, it is in the best interest as they are currently in place and doing the work.

The current task order for PIV system operations, maintenance, sustainment and engineering support services expires on March 14, 2026 and a lack of timely, qualified support will jeopardize compliance with the Federal Information Systems Modernization Act (FISMA), and HSPD-12, as well as disruptions and outages to all VA clinicians, caregivers, senior leaders, and administrative staff delivering care and resources directly to Veterans and survivors.

6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. This effort did not yield any additional sources that can provide the same seamless level of support as DTS-NG to meet the Government’s requirements. In accordance with FAR Overhaul 6.301(b) this justification will be made publicly available within 14 days of award.

7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain whether there are changes in the marketplace that would enable future actions to be competed.

8. Market Research: Market research efforts were conducted during January 2026 to determine if competition was viable for this action. Specifically, Government technical experts reviewed vendor websites for companies that provide similar support services including Client First Technologies and Mind Computing, Inc. While these other sources had the general capabilities needed to perform the proposed effort, it is in the best interest of the Government to continue with DTS-NG who already has the staff onboarded and in place with a current knowledge of the required PIV system and understanding of the VA PIV issuance architecture and processes to provide support without jeopardizing critical credentialing services across the VA.

The Small Business Administration certification (SBS) database was accessed on February 10, 2026. This search concluded that DTS-NG is registered and certified and qualifies as a SDVOSB under the SBA Mentor-Protégé Program (MPP) in accordance with the federal small business size standard for the applicable North American Industry Classification System Code 541512. It was verified on February10, 2026, that DTS-NG is registered in the Central and Engineering Support Services

Contractor Registration database and is eligible to receive a Government contract. It was also verified that DTS-NG is registered in SAM.gov database and is eligible to receive government contracts. The Contracting Officer reviewed 16 records of performance ratings in the Contractor Performance Assessments Reporting System for Dexteritech Solutions, LLC, and all ratings were Satisfactory or above, demonstrating they are a responsible contractor with respect to performance.

9. Other Facts: The Procuring Contracting Officer has determined that this proposed action meets all the requirements of 38 U.S.C. 8127(c) and VAAR

819.7008. This acquisition is below the $5,000,000.00 threshold, DTS-NG is a responsible SDVOSB for performance of the services described herein, the proposed contract can be awarded at a fair and reasonable price, and award to DTS-NG is in the best interest to the Government.

and Engineering Support Services
