About this file
This is a Justification and Approval (J&A) document for a non-competitive, single-award contract action by the Air Force Materiel Command (AFMC), specifically the Air Force Nuclear Weapons Center (AFNWC) at Peterson Space Force Base, Colorado. The contracting officer is William Horrigan, and the estimated contract value is $4,000,000 with a 18-month period of performance using Cost Plus Fixed Fee (CPFF) and Cost Reimbursable (CR) contract types. Funding will be sourced from 3600 Research and Development (R&D) funds.
The contract will award to Johns Hopkins University Applied Physics Laboratory (JHU/APL), a University Affiliated Research Center (UARC), to provide strategic and technical expertise for Analysis of Options (AoO) in support of the CAPE-directed MC2S Next Trade Space Study Phase 1. The AoO will evaluate materiel and non-materiel solutions to enhance capability and performance of the MC2S system, including system engineering, system of systems engineering, and enterprise systems engineering to analyze alternatives based on Department of War Cost Assessment and Program Evaluation guidance. JHU/APL is the sole qualified source based on long-term strategic relationships with the Department of Defense, extensive and unmatched NC3 (Nuclear Command, Control, and Communications) knowledge, involvement in the preceding NNTS Phase 1 study, specialized expertise and cleared facilities, and status as the leading Model Based System Engineering (MBSE) expert for MC2S. Market research identified that no other private organization, non-profit, FFRDC, or UARC possesses the required NC3 institutional knowledge, cleared facility access, talent pool depth, and requisite security clearances. The justification cites authority under 10 U.S.C. 2304(c)(3) as implemented by FAR 6.302-3(a)(2)(ii) for establishing or maintaining essential engineering and research capability at an educational institution or federally funded research and development center. A notice to industry was not published under the national security exception at FAR 5.202(a)(1) due to potential compromise of national security interests related to CAPE-directed objectives.
