About this file
This is a Justification and Approval (J&A) document for other than full and open competition (OFOC) submitted by the Department of Veterans Affairs (VA) Network Contracting Office 17 (NCO-17) in San Antonio, Texas. The VA North Texas Health Care System is requesting a new firm-fixed price contract with Medi-Physics, Inc. for the procurement of Flyrcado™ (flurpiridaz F-18) injection, a radioactive diagnostic drug used for positron emission tomography myocardial perfusion imaging to evaluate coronary artery disease. The procurement is for 990 millicuries with a total estimated value of $378,090.90 and delivery dates from February 10, 2026 through February 9, 2027.
The sole-source justification is based on statutory authority 41 USC §3304(a)(1)—only one responsible source and no other supplies or services will satisfy agency requirements. The contracting officer determined that Medi-Physics, Inc. (doing business as GE Healthcare) is the sole manufacturer of Flyrcado™ and the product is only available through GE Healthcare with delivery from their radiopharmacy partners. Market research confirmed that neither UNICOR nor AbilityOne offer radiopharmaceuticals, GSA Advantage does not list the item, and the VA National Acquisition Center pharmaceutical catalog shows Flyrcado™ is offered only on GE Healthcare's FSS contract. A notice of intent for sole-source procurement was posted to SAM Contract Opportunities on January 5, 2026, with no responses received. The Contracting Officer certified the anticipated cost is fair and reasonable based on Medi-Physics's standard pricing offered in VA NAC pharmaceutical contracts. The J&A was signed and approved by the Chief Technologist of Nuclear Medicine on January 21, 2026, and by the Branch Chief of Patient Administrative Support on January 22, 2026.
