About this file

This document is a limited source justification for awarding a non-competitive blanket purchase agreement against GSA schedules to Deloitte Consulting, LLP for IT support services for the FDA's Applicant Tracking and Lifecycle Analysis Solution (ATLAS). The FDA seeks to award a BPA valued at an estimated $68 million over five years to Deloitte Consulting to provide follow-on support for enhancing, deploying, and maintaining ATLAS across the FDA by January 2021. ATLAS is a custom applicant tracking and hiring analytics system implemented by Deloitte for the FDA under a previous task order. The justification cites that under the terms of the FDA's end user licensing agreement with Deloitte, no other contractor can modify, upgrade, or enhance ATLAS due to the restricted rights granted. Therefore, continued ATLAS support is only available from Deloitte in accordance with FAR 8.405-6.

a. Acquisition purpose and objectives.

The objective of this procurement is to award a BPA to provide support to the FDA ATLAS efforts in order to further automate and streamline HR processes, centralize HR tools and technology, and enable data driven decision-making regarding its workforce.

b. Project background.

In 2018, the FDA awarded a $3.2M task order (HHSN316201200018W-HHSP233201500192W) to Deloitte Consulting, LLP through an assisted acquisition with the Program Support Center (PSC) to develop a custom implementation of the licensed Deloitte ATLAS application that allows the FDA to store, track and analyze activities conducted as part of the FDA’s Shared Hiring and Stand- Alone Hiring Processes. FDA ATLAS was developed to track the lifecycle of the recruiting and hiring process at FDA with customized views for various end users, ultimately providing

• Allows the FDA to store and track activities conducted as part of the FDA’s Shared Hiring and Stand-Alone Hiring Processes.

• Allows various FDA end users (Hiring Managers, Talent Analysts, etc.) to view and interpret analytical data as part of the Hiring Pilot re-design of the hiring process.

• Provides transparency into the hiring process for end users, allowing them to track the status of vacancies within their specific purview.

• Allows users to manage tasks and conduct hiring activities within the application, providing a single point of access for certain end users throughout the application lifecycle.

• Provides personalized roles/views for vacancies and tasks that increase organization and efficiency and provide a common operating picture

• Integrates data from external hiring systems that drive an automated workflow and reduce manual activities.

• Streamlines communication between users that supports a standardized process and reduces bottlenecks and inefficiencies.

• Provides comprehensive reporting that increases transparency and provides valuable insight into the hiring process.

FDA ATLAS is currently deployed to two FDA Centers, the Center for Drug Evaluation and Research (CDER) and the Center for Biologics Evaluation and Research (CBER) with a full roll-out across FDA planned for January 2021.

The Contractor is expected to provide follow-on support through Phase Seven – Enhancements and Maintenance of the SDLC process for FDA ATLAS and associated tools which includes workflows for the less widely used hiring authorities, including but not limited to, excepted and senior executive service.

Key Tasks necessary to support the continued ATLAS effort are:

1. Applicant Tracking Lifecycle and Analytics Solution (ATLAS) Support – Conduct HR / IT Strategy, Design, Development, Modernization, Enhancements, Implementation, and Operations and Maintenance (O&M) for ATLAS and associated talent management areas.

FDA ATLAS was developed over 18 months at a cost of $3.2M under a National Institutes of Health (NIH) Chief Information Officer Solutions and Partners 3 (CIOSP3) Government-Wide Acquisition Contract (GWAC) task order and collateral End User Licensing Agreement (EULA) between the FDA and Deloitte, dated 26 February 2018. GSA has already determined the prices of the supplies and services under FSS contracts, including rates for services offered at fixed hourly rates, to be fair and reasonable. Nonetheless, the CO will seek additional discounts off of GSA schedule ceiling rates. Additionally, prior to placing any orders against the BPA, the Contracting Officer will make a separate determination of fairness and reasonableness based on the specific work to be performed, associated labor categories, and level of effort.

6. Description of the market research conducted among schedule holders and the results, or a statement of the reasons market research was not conducted.

Prior to awarding a task order to Deloitte for ATLAS, the FDA evaluated several other HR Information System Solutions in different stages of development across the government in an attempt to assess their viability in meeting the FDA’s requirements and leverage investments already made by other agencies.

An analytical comparison of the operational effectiveness, suitability, risk, and life cycle cost of each solution alternative was considered and validated against capability needs. The key purpose of conducting the analysis was to identify the solution that fulfilled the requirements as optimally as possible, commensurate with established cost and schedule constraints, at the lowest practicable risk.

A final briefing of results, conclusions, and recommendations was provided to executive leadership, and the decision was made to proceed with ATLAS.

7. Any other facts supporting the justification.

None.

8. Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As analysis of alternatives is an ongoing process and a follow-on contract was contemplated. In February 2020, the Project Team conducted a critical review of ATLAS development progress relative to program milestones and metrics. The analysis included any identified deficiencies, strengths, and weaknesses regarding how well the system is meeting operational objectives and benchmarks for cost, schedule, performance and risk. These results were once again weighed against the merits of candidate solutions across other HHS OpDivs and presented to executive leadership. Proceeding with ATLAS was decided to be in the best interest of the government in terms of tradeoffs between performance, cost, schedule and risk. As FDA possesses only restricted rights to the ALTAS solution, FDA does not have the right to seek support from other contractors that may otherwise be able technically capable of providing support.
