About this file
This document is a Justification for Other Than Full and Open Competition for the procurement of mass spectrometers for the Watervliet Arsenal. The government conducted market research and determined that only Agilent Technologies can provide the required replacement mass spectrometers that are compatible with the existing validated methods at the Arsenal. The new systems are not available on GSA contract vehicles in the required configurations. The contract was awarded to Agilent Technologies on a sole source basis under FAR 13.106-1(b)(1) for $699,463.36 on September 17, 2024. The procurement history indicates this requirement was previously competed on GSA, with both full and open as well as small business set-aside approaches used. The justification certifies the anticipated cost is fair and reasonable for this commercial procurement.

CMO Control No: 2024-074 provided below:
Sciex does not offer both a qTOF-LC-MS and an ICP-qqq-MS. For the LC system they provide, the system does not meet the sensitivity or resolution requirements stated in the Statement of Work that we require to perform our analyses. It additionally did not have thermal gradient focusing technology on its Electrospray Ionization source, could not perform high-speed polarity switching, or allow for capillary cleaning without venting the system vacuum.
Unity Defense Systems submitted a capability statement which was reviewed along with the respondent’s website. The customer reviewed the offerors website and the information submitted which included a list of items they supply. However they didn’t provide specific details for the required machines, and nothing reviewed met the requirements in the specification. Based on this, it is determined they are not capable.
Final Remarks: In reviewing historical data, technical journals, and contacting Subject Matter Experts in Government and industry, Agilent Technologies has demonstrated repeated capability to manufacture quality mass spectrometers. When completing market research for industry capability to replace existing aging equipment with new instrumentation, it was determined that only Agilent Technologies is able to provide direct replacement options that are compatible with our existing validated methods.
