JUSTIFICATION AND APPROVAL (J&A)

USTRANSCOM JUSTIFICATION FOR

OTHER THAN FULL AND OPEN COMPETITION

VESSEL SATELLITE TRACKING (HTC711-22-Q-D063)

22-56

1. CONTRACTING ACTMTY.

United States Transportation Command Directorate of Acquisition, IT Programs and Support Services Division, USTRANSCOM/TCAQ-D, 508 Scott Drive, Building 1900W, Scott AFB IL 62225-5357

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.

Through this individual justification, USTRANSCOM/TCAQ-D intends to issue a sole source, Firm Fixed Price contract with a base year plus four option periods for the renewal of Vessel Satellite Tracking.

3. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY'S NEEDS.

SDDC/G6 manages several software applications that support USTRANSCOM's transportation movements/requirements. Two SDDC applications support in-transit visibility via Geographical Information System (GIS) capabilities: Integrated Surface Distribution Data Cleansing (ISDDC) and Transportation Geospatial Information System (TGIS). The ISDDC program provides comprehensive operational and strategic reporting for ocean cargo shipments booked and transported worldwide. It also provides web-enabled location and mapping services for ocean carriers and shipments based on reported locations every ten minutes. This data is provided via an existing web-based satellite subscription service from IHS Global Inc.

(IHS Global) and data received via buoys located around the world. The data is linked to other transportation data within the system and is portrayed via a high-resolution mapping program.

The TGIS program provides essential geographical and visualization data services to support in-transit visibility (ITV) and management of ocean/surface movements as well as detailed transportation infrastructure information.

The aggregate of the satellite and buoy data provides the warfighter with reliable and timely information. The existing satellite subscription service provides vessel location information for locations where buoys are not available or where the ships do not pass close enough to the buoys to get a good 'ping'. SDDC and USTRANSCOM require accurate and timely data on its vessel movements in all locations worldwide.

4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION.

FAR 6.302-l(a)(2)(ii)(B)- Only One Responsible Source and no other supplies or services will satisfy agency requirements. Only one source is capable of providing the supplies or services required at the level of quality and cost due to the interconnectivity of the software through other programs already in place.

5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR'S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF

THE AUTHORITY CITED.

IHS Global is considered the most authoritative data source for commercial vessel data. The service currently provides information for approximately 80,000 unique vessels. This data, when integrated with DoD shipment data within ISDDC, already provides a visual picture ofDoD shipments moving around the globe and especially in areas where buoys are not available. IHS Global has worked with a satellite provider to provide the most comprehensive data available.

The satellite data provides visibility for approximately 10,000 vessels within a 24-hour period.

With the satellite information, overall visibility of vessel shipments has increased significantly.

IHS Global will provide via the same data service (schema) as the existing buoy data service that ISDDC and IHS Global currently accept. Using other data schema will require ISDDC to complete additional or new programming work. By accessing this service, ISDDC can immediately improve vessel visibility and DoD cargo shipments worldwide. No other vendors are able to provide the same service and ensure the required information is immediately made available to the warfighter.

In summary, only one responsible source, IHS Global, can meet SDDC's and USTRANSCOM's mission critical requirements because of its unique relationship with the carriers, its expert knowledge of the data, and schema connectivity with ISDDC. Based on its unique capabilities and service, IHS Global is the only source that can successfully provide the trusted, timely data required to provide a complete picture of vessel movements worldwide to the transporter.

6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICAL.

Market research was conducted by completing the following actions: posting an RFI to Sam.gov, a search of the GSA Advantage website, and a search of the ESI BPAs for satellite tracking servtces.

CUI

The SAM.gov posting resulted in three companies that submitted a response to the RFI, IHS Global (the incumbent), Global Star, and Lloyd's List Intelligence. A search for satellite tracking services on GSA Advantage and ESI resulted in zero findings. An email was sent to IHS Global to obtain a listed of approved vendors who could provide this type of service. IHS Global response was that IHS Global was the sole provider of this capability and that there are no other resellers.

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE.

This requirement will be evaluated utilizing FAR part 15.404-l(b)(2)(ii); Comparison of the proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items. This method may be used for commercial products or commercial services including those "of a type" or when requiring minor modifications for commercial products.

8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT

CONDUCTED.

Market research was conducted by completing the following actions: posting an RFI to Sam.gov, a search of the GSA Advantage website, and a search of the ESI BPAs for satellite tracking servtces.

9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND

OPEN COMPETITION.

None.

10. A LISTING OF SOURCES, IF ANY, THAT EXPRESSED AN INTEREST IN THE

ACQUISITION.

IHS Global, Lloyd's List Intelligence, and Global Star.

11. A STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE

OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING ANY

SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED.

The Government will continue to post RFI' s and review technical proposals in order to increase competition for future procurements of this requirement.
