About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition issued by the U.S. Department of Homeland Security's Office of the Chief Procurement Officer. U.S. Customs and Border Protection (CBP) is pursuing a sole source contract award to IntegriWard, LLC for security system replacement and integration services at the Office of Professional Responsibility (OPR) located at 602 Sawyer Street, Suites 500 and 600, Houston, Texas 77007. The estimated contract value is $582,884.83 with a four-month base period of performance from March 2, 2026 to July 3, 2026.
The required services include video surveillance systems (CCTV), Physical Access Control Systems (PACS), Intrusion Detection Systems (IDS), intercom and communication systems, associated cabling, and equipment installation, configuration, testing, and commissioning. CBP justifies the sole source award under 41 U.S.C. 3304(a)(1) citing IntegriWard as the only responsible source capable of meeting requirements. The justification emphasizes that IntegriWard has successfully performed security system installations across multiple CBP locations, holds necessary security clearances, is an SBA 8(a) certified Small Disadvantaged Business, and possesses institutional knowledge of existing configurations and operational requirements. CBP determined that a new contractor would require 6-8 months for mobilization and clearances, creating unacceptable transition risk and delays. Market research was conducted by OPR Headquarters and the Project Manager Corey Sims; no other sources expressed written interest in the acquisition. The contracting office is CBP Procurement Directorate located at 1331 Pennsylvania Avenue NW, Washington, DC 20229.

41 U.S.C. 3304(a)(7)
Pursuant to the requirements of the Competition in Contract Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.3 and in accordance with the requirements of FAR 6.302-1, the justification for the use of the statutory authority under FAR Subpart 6.3 is justified by the following facts and rationale required under FAR 6.302-2 as follows:
Agency and Contracting Activity.
The U. S. Customs and Border Protection (CBP), Mission Support Facilities (MSF).
The contracting activity, CBP, Procurement Directorate, proposes to enter into a contract on a basis of other than full and open competition.

Justification and Approval for Other Than Full and Open Competition Version 3.1
4. Identification of Statutory Authority Permitting Other Than Full and Open Competition.
41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Identification of Exception to the Buy American Statute.
Not applicable.
6. Demonstration That the Nature of the Acquisition Requires Use of the Authority Cited.
The Government is seeking to issue this award on a sole source basis to provide security equipment, installation, testing, and training of all equipment.
IntegriWard, LLC, has performed numerous installations throughout CBP, is a certified vendor for security system services, and is both involved and experienced with the ongoing and planned projects within CBP. The transition-in time needed for a new contractor to mobilize subcontractors, equipment and obtain necessary clearances and systems training takes at a minimum 6-8-months following a successful award and Notice To Proceed (NTP). A new contractor could not assume this work in the near term, and it is not in the Government’s best interest to seek a new contractor given the reasons above. Thus, CBP is seeking to issue a contract to IntegriWard, LLC.
This contract would provide Security System replacement and integration services for the Office of Professional Responsibility (OPR) located at: 602 Sawyer Street, Suites 500 and 600, Houston, Texas 77007. The contractor currently holds a clearance to perform installation of security systems.
7. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable.
OPR Headquarters conducted market research utilizing existing vendor performance data and pricing benchmarks. IntegriWard has been vetted and has successfully performed security system work across multiple CBP locations.
8. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable.
The costs of this sole source award are expected to be fair and reasonable. CBP has an IGCE for the work and has a database of recent project costs for similar work. No changes to labor categories, types of activities, or staffing are expected during the period of performance extension.
9. Description of Market Research.
Market research was completed by OPR Headquarters personnel and the Project Manager, Corey Sims, with CBP Program Management Branch, including review of IntegriWard’s submitted market research package and pricing proposal. IntegriWard
Officer
Justification and Approval for Other Than Full and Open Competition Version 3.1 is a certified Small Business Administration (SBA) 8(a) Small Disadvantaged Business, and was identified as a qualified source capable of meeting the technical, operational, and programmatic requirements.
10. Any Other Facts Supporting the Use of Other Than Full and Open Competition.
Conducting a full and open competition at this time would negatively impact the Government by introducing transition risk and potential delays in performance. A new contractor would not possess the institutional knowledge of the existing security system configurations, operational requirements, and site-specific conditions necessary to ensure uninterrupted support. The incumbent contractor has been vetted by CBP and has demonstrated the ability to perform the required services. The contractor is a Small Business Administration 8(a) participant and is capable of immediately supporting this requirement with minimal risk to the Government.
Continued use of the incumbent 8(a) contractor ensures continuity of operations and timely execution of the requirement.
11. A Listing of the Sources, if Any That Expressed, in Writing, an Interest in the Acquisition.
No other sources have expressed an interest in this work.
12. A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required.
