Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 23 (NCO 23), 4801 Veterans Drive, St. Cloud, MN 56303. Organization Activity: St. Cloud VA Health Care System, 4801 Veterans Drive, St. Cloud, MN 56303.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Order, replace and install 30 ERV cores and remove debris for same day surgery Air Handler Unit

(AHU).

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Schwab-Vollhaber-Lubratt, Inc.(SVL) designed and installed the cores when the air handler unit was originally purchased under a construction project at the St. Cloud VA. The specs from the existing cores are outdated. The replacement ERV cores will be upgraded and more energy efficient. SVL is the only authorized vendor for the direct sale of CORE exchangers in Minnesota. Therefore, SVL is the only vendor who can design the replacement components to be integrated into the same day surgery AHU to provide the required form, fit and function with the existing system which is crucial for continuity of care for the veterans.

4. Description of market research conducted and results or statement why it was not conducted:

VetBiz was searched using NAICS code 333413 and returned 31 results. Schwab-Volhaber-Lubratt, Inc., a small business, originally designed and installed the ERV Cores for the Air Handler Unit under a construction project. SVL indicated they are the only authorized vendor for the direct sale of CORE exchangers. No other vendors can provide compatible items for the St. Cloud air handler unit.

Therefore, it is in the best interest of the Government to purchase this item as a sole source from SVL, Inc.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
