About this file
This is a Justification and Approval for Other Than Full and Open Competition (CUI document) issued by the Defense Logistics Agency Contracting Services Office-Philadelphia for a non-competitive procurement of Oracle Identity Governance Suite (OIGS) software licensing and support services.
The requirement is for Oracle Identity Governance Suite subscriptions to support the Account Management and Provisioning System (AMPS), which provides automated account creation and provisioning for DLA applications including ServiceNow (SNOW), Defense Finance and Accounting Service (DFAS), and external users. DLA currently supports approximately 240,000 active users across over 200 applications but projects significant growth to over 2,000,000 users by the end of FY28, driven primarily by SNOW platform expansion, integration with enterprise portals (Supplier Portal, STORES, eSales, Procurement Desktop-Defense/PPS), and federation requirements with Department of War E-ICAM. The procurement is structured as a firm fixed price contract with a base year and three twelve-month option periods. The statutory authority cited is 10 U.S.C. 3204(a)(1), justified on the basis that Oracle is the sole responsible source capable of providing the required product. The procurement will be issued as a Combined Synopsis/Solicitation-Request for Proposal (RFP SP4701-26-R-0019) via www.SAM.gov, leveraging the Enterprise Software Initiative (ESI) BPA (N66001-26-D-0020) established August 1, 2026, to obtain favorable pricing and terms. Market research conducted in March 2026 confirmed no competitor products exist that meet the government's operational, cybersecurity, and compliance requirements, and DLA commits to continued market surveillance for future competitive opportunities.

In December 2025, DLA was mandated to transition applications to Defense Information Systems Agency (DISA) Enterprise Identity, Credential, and Access Management (E-ICAM). While financial systems are expected to transition by end of FY26, non-financial systems are slated for end of FY27. At the direction of the Program Executive Officer of Defense Logistics Agency on January 1, 2026, this procurement became a requirement to support a significant increase in user requirements, up to 5.7 million external users, originating from DLA Applications like ServiceNow (SNOW) which are managed by the Account Management and Provisioning System (AMPS).
Current Operational Environment
The AMPS ICAM application currently supports an active user base of approximately 240,000 users for over 200 applications' Production environments. Not all applications integrated into AMPS today use Automated Account Provisioning (AAP) features. As directed by the Department of War, DLA must move to fully implement Automatic Account Provisioning (AAP) into DLA applications that are in AMPS. In addition, ALL environments from Development through Production must be managed by the AAP over the next 2 years. This will create rapid user count increases on an unpredictable timeline as applications onboard into AMPS.
Projected Expansion and Phased Growth (DLA SNOW)
Today, DLA's ServiceNow platform has over 800,000 personnel. Only 240,000 are in AMPS today. The AMPS requires a licensing model capable of supporting this baseline immediately upon execution of the contract. Over the next 12 to 24 months (spanning through FY27 and FY28), the ServiceNow (DLA SNOW) application platform will execute a significant expansion of its digital infrastructure and user community. The AMPS licensing model must accommodate the onboarding of external suppliers and customers. This expansion will specifically support:
IT Service Management (ITSM) and Customer Service Management (CSM) initiatives.
Integration with critical enterprise portals, including but not limited to the Supplier Portal, STORES, eSales, and the Procurement Desktop-Defense / Procurement System (PPS).
License Quantity and Surge Capacity to support DLA SNOW
Based on the DLA SNOW phased implementation of the portals, the Government anticipates the total user base will scale to over 2,000,000 users by the end of FY28.
Other DLA Platforms and Application Capacity
The DLA Electronic Business Systems platform represents another large community that will expand the AMPS user license needs. As part of the AAP direction above, this growth will occur in the early stages of FY27. The remaining 200-300 applications will be brought into AMPS per each application's timeline.
The AMPS program management staff is not the driver of those timelines. They are the respective application Program Office timelines. It can be said that the growth in licenses as a result will be steady but surge randomly during the discovery phase for each of the 200 applications.
Federation with Department of War E-ICAM
The planned federation model implemented by DoW E-ICAM requires command-specific ICAMs such as DLA ICAM to maintain a local registration of users in the local AAP system. There are approximately 4 million identities / issued tokens in the Department of War system. To support current and future federation requirements for DLA applications, it is expected that AMPS will be required to load a large portion (hundreds of thousands to millions) of this user community over the project timeline. This rate of growth is unpredictable as it will occur during discovery when working with each application being onboarded.
The total estimated dollar value for the proposed firm fixed price (FFP) requirement is using a base year with three option periods of twelve (12) months:
4. AN IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN FULL
AND OPEN COMPETITION
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204 (a)(1), as implemented by RFO 6.103-1 “Only one Responsible Source and no other supplies or services will satisfy agency requirements.” No other firm can provide this brand name product due to the proprietary nature of the support. Use of this brand name description in this acquisition is essential to the Government’s requirements, thereby precluding consideration of a product of another company.
Furthermore, a brand-name item peculiar to Oracle America, Inc. is essential to the Government’s requirement because alternative identity governance and administration products do not meet, and cannot be modified to meet, the Agency’s mission requirements without assuming unacceptable operational, cybersecurity, and compliance risks. Oracle America, Inc. is the sole developer, intellectual property owner, and source of proprietary updates, security patches, and Level 3 engineering support for the Oracle Identity Governance Suite (OIGS) software subscriptions currently powering the Agency’s identity lifecycle infrastructure.
The Enterprise Software Initiative (ESI) BPA (N66001-26-D-0020) with Oracle America Inc was established August 1, 2026. A thorough review of the Enterprise Software Initiative (ESI) website (www.esi.mil), indicates that the ESI BPA holder, Oracle America Inc, is the sole Reseller/Direct Sales source listed within the subject agreement. In accordance with DFARS 208.7402, DoW organizations must pursue ESI pricing when an applicable agreement is in place. It has been determined that DoD ESI pricing is exclusively available by ordering directly against the Oracle ESI IDIQ contract.
The ServiceNow (SNOW) application is targeted for end of FY27. SNOW is a primary DLA customer facing application platform and is integral to the DLA digital transformation mission. In the period between present and near future, SNOW is adding functionality in the form of services and sub apps that will support millions of users from all over the world including federal to DoW to civilian commercial entities. This will add millions of users to Service Now. SNOW leverages AMPS to maintain access control on a 1 for 1 basis for the SNOW user community. Until SNOW completes its migration to E- ICAM at end of FY27 (or beyond), AMPS will require to support this 1 for 1 relationship thus creating this license requirement.
The Account Management Provisioning System (AMPS) is a web-based application that provides automated account creation and provisioning for applications within the Defense Logistics Agency (DLA), the Defense Finance and Account Service (DFAS), and other external users including the public sector. Provisioning is a method of creating, modifying, or removing user account access entitlements with respect to applications.
Operational Necessity & Interoperability DLA Applications such as SNOW will remain in AMPS/OKTA and cannot transition to EICAM due to EICAM’s current lack of support for external users. The Oracle software is the existing architecture that AMPS utilizes. Therefore, the continuation of the current software is a critical operational requirement.
Cybersecurity & Accreditation Compliance OIGS licensing is mandatory to maintain active vendor support, which includes critical security updates, software patches, and issue resolution.
This Oracle software must be procured due to its existing software architecture that AMPS utilizes to provide these services. Failing to purchase this licensing would force the agency to run unsupported software. This poses severe legal and compliance risks, potential vendor repercussions, and would mandate a complete system shutdown, as active Cybersecurity accreditations strictly require running on vendor-supported software. If DLA were to transition from Oracle to an alternative software solution, it would be highly cost and time prohibitive. A replatforming effort of this magnitude would take over two
(2) years to complete, and cost millions of dollars, severely degrading mission readiness in the interim.
5. A DEMONSTATION THAT THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE
NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED:
In March of 2026 a BOM was finalized, and an informal estimate was requested through Oracle it has been determined that only the aforementioned brand-name product and/or product support, OIGS services can fully support the Government’s need. No competitor functional replacement products exist in the market at this time to meet the Government's need. These services are a new requirement. Based on that market research it has been determined that only Oracle subscription software and maintenance services can fully meet the Government’s need. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive action, i.e. whether there are similar product support services in the marketplace that provide the same functionality, whether the original equipment manufacturer releases ownership rights of the product, and/or whether it is economically feasible to procure a new system.
6. A DESCRIPTION OF THE EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS
MANY POTENTIAL SOURCES AS IS PRACTICABLE, INCLUDING WHETHER A NOTICE WAS OR
WILL BE PUBLICIZED AS REQIRED BY FAR SUBPART 5.2 AND IF NOT, WHICH EXCPETION UNDER
5.202 APPLIES:
Based upon market research, it was determined that the (OEM): Oracle Java SE Universal Subscriptions is the only manufacturer with the capabilities to provide the required support. The requirement will be issued as a Combined Synopsis/Solicitation-Request for Proposal (RFP): SP4701-26-R-0019 via the federal business opportunities section of the www.SAM.gov system. All responsible vendors will be afforded an opportunity to submit an offer.
ESI promotes the use of enterprise software agreements with contracts that allow DoW to obtain favorable terms and pricing for software and information technology support services. Market research was completed by reviewing the mandatory strategy, DoW ESI, for current Oracle software and maintenance pricing. Additionally, a Request for Quotation (RFQ) was posted to www.SAM.gov by the Contracting Officer. The findings from this market research confirmed that one large business can provide the required products and services.
7. A DETEMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE
GOVERNMENT WILL BE FAIR AND REASONABLE:
As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable.
The Government will attempt to obtain offers from as many authorized resellers as practicable. Proposals will be analyzed in accordance with FAR 15.404-1 procedures. It is anticipated that the Government will use various price analysis techniques including, but not limited to (1) Comparison of proposed prices received in response to the solicitation in accordance with FAR 15.404-1(b)(1); (2) Comparison with competitive published price lists in accordance with FAR 15.404-1(b)(4); (3) Comparison with the Independent Government Cost Estimate with FAR 15.404-1(b)(5); and (4) Comparison of proposed prices obtained through market research for the same or similar items in order to obtain a fair and reasonable price in accordance with FAR 15.404-1(b)(6).
8. A DESCIPTION OF THE MARKET RESEARCH CONDUCTED (SEE PART 10) AND THE RESULTS OR
A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED:
Based on current market research conducted in March 2026, a determination has been made that only the aforementioned product and/or product support from Oracle, can fully support the Government’s needs. This requirement is for proprietary products and/or product support and no competitor functional replacement products currently exist in the market to meet the Government's needs. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions, i.e., there are similar products and/or product support in the marketplace that provide the same functionality, the original equipment manufacturer releases ownership rights of product, or it is economically feasible to procure a new system. Consequently, the requirement will be issued as a Combined Synopsis/Solicitation-Request for Proposal (RFP) posted to the www.SAM.gov System. DLA has and continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and in the Government as a continuing effort within DLA. DLA always uses a variety of vendors, manufacturers, and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition. No other sources have demonstrated the capability necessary to provide the subscription software at this time.
