Justification for Other Than Full and Open Competition – Heat Detector Assembly

This is a Justification and Authorization (J&A) document issued by the Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply Chain, for a non-competitive procurement of heat detector assemblies. DLA seeks to solicit supplies on an other than full and open competition basis under the authority of 10 U.S.C. § 3204(a)(1) and implementing regulations (Class Deviation 2026-O0028, Revolutionary FAR Overhaul Parts 5, 6, and 212; DFARS Parts 205 and 206).

The required item is the Heat Detector Assembly (National Stock Number 6350-01-589-9186) manufactured exclusively by Meggitt Safety Systems (Cage Code 25693, Part Number SAH-04400-01). The set quantity is 250 units with an annual estimated quantity shown in redacted sections. The justification establishes that Meggitt Safety Systems is the only known approved manufacturer meeting the Government's specifications for this specialized fire alarm device, which is designed for use in harsh environments such as aircraft engine rooms, main landing gear, and auxiliary power units where extreme temperature, vibration, dust, and fumes preclude the use of standard smoke detectors. The heat detector assembly operates through thermal mass and conductivity regulation and is immune to false alarms with no required scheduled maintenance. A Sources Sought Notice was posted for 30 days on February 3, 2026, with market research conducted via questionnaire. The anticipated cost to the Government has been determined as fair and reasonable. The solicitation will be posted to the DLA Internet Bid Board System (DIBBS) and the Contract Opportunities website, with this J&A posted alongside the solicitation. DLA Troop Support will continue performing market research for future acquisitions and will encourage alternate product submissions through procurement notes M06 and L04.

The heat detector assembly works as the ambient temperature in the detection zone increases and resistance of the detector cable decreases. When the resistance drops to a pre-determined value, within five (5) seconds, the control unit activates an alarm. This heat detector assembly is used in rooms or spaces where there is excessive dust or fumes – such as a garage, cellar, ships, and airplanes where dust, soot, or combustible elements in the atmosphere could cause a smoke detector alarm to activate. It is also used in rooms where highly flammable chemicals are stored.

The heat detector assembly is designed specifically for environments experiencing extreme temperature and vibration such as the engines rooms, main landing gear and auxiliary power units (APUs). Meggitt’s heat detector assembly design is immune to false alarms and requires no scheduled maintenance.
