Documentation of Decision to Restrict Competition

This is a Documentation of Decision to Restrict Competition for a Blanket Purchase Agreement (BPA) established by the United States Department of the Navy's Strategic Weapons Facility, Atlantic (SWFLANT) located in Kings Bay, Georgia. The BPA will be awarded to United Rentals (Branch: 15F, Cage Code: QJXS6, UEI: QFG7EC12DQK4) for a two-year period with a total estimated value of $200,000.

The BPA will provide rental of aerial work platforms, vertical mast lifts, light towers, and mobile generators to support critical facility maintenance at SWFLANT. Specifically, the equipment includes high-reach aerial lifts (Genie 135 and 85 or equivalent), light towers, and generators. The acquisition is justified as a sole-source procurement due to unique and fixed configurations of structures requiring a Genie 135 R/T (or equivalent) with a minimum safe vertical working height of 141 feet and a minimum safe horizontal working reach of 90 feet. These specifications are driven by recurring Nuclear Weapons Security maintenance requirements. Market research confirmed that United Rentals is the only identified source capable of providing the technically acceptable equipment; competing vendors (Sunbelt Rentals and Herc Rentals) either lack equipment meeting the 90-foot horizontal reach requirement or are not available to pursue Navy business. No small businesses were found capable of meeting the technical requirements.
