About this file

This is a Justification and Approval (J&A) document for a sole-source procurement by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). The procurement is for up to five sets of six SAMMS® sorbent canisters for the Advanced Carbon Dioxide (CO2) Removal Unit (ACRU) on a Firm-Fixed-Price basis, with a total estimated value of $2,113,911. The canisters will be purchased exclusively from Super Radiator Coils (SRC), who are the original equipment manufacturer and sole vendor capable of producing these specialized components for Columbia Class submarines.

The J&A details that SRC is the only source for these canisters due to their unique design, proprietary technical data, and critical role in CO2 removal from submarine air. The Navy conducted market research by posting a Request for Information on SAM.gov on 07 May 2025 and a procurement synopsis on 23 May 2025, but received no responses. The procurement will use FY25 Research, Development, Test and Evaluation (RDTE) funding, with an anticipated delivery date of 36 weeks from the award date. The contract will be awarded under the authority of 41 U.S.C. 1901(e)(2) for simplified procedures for commercial products and services.

DEPARTMENT OF THE NAVY

NAVAL SURFACE WARFARE CENTER

PHILADELPHIA DIVISION

5001 SOUTH BROAD STREET

PHILADELPHIA PA 19112-1403

IN REPLY REFER TO:

J&A No. 0233-25-286-00 Code 0233 PID No. N64498-24-SIMACQ-PD-41-0513

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

The Naval Sea Systems Command, Naval Surface Warfare Center, Philadelphia Division (NSWCPD), Code 0233.

2. Description of the Action Being Approved.

Award of a Firm-Fixed-Price purchase order for Advanced Carbon Dioxide (CO2) Removal Unit (ACRU) Self-Assembled Monolayers on Mesoporous Supports (SAMMS®) sorbent canisters on a sole source basis to Super Radiator Coils (SRC).

3. Description of Supplies/Services.

The proposed effort is for the purchase of up to five (5) sets of (6) SAMMS® sorbent canisters. The SAMMS® sorbent canisters contain the active CO2 sorbent within the ACRU and provide the necessary vehicle for desorption heat transfer and airflow routing. One ACRU contains two beds comprised of three canisters each for a total of six sorbent canisters.

The subject requirements provide for a FFP purchase of:

Part Number Item Description Quantity VA1014588 SAMMS® sorbent canisters 24 VA1014588 SAMMS® sorbent canisters (Option) 6

Budgeted funds will include FY25 RDTE funding. The total estimated dollar value of the proposed acquisition is $2,113,911. These costs are based upon the above quantities. The anticipated delivery date is 36 weeks from the date of the award. The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition.

41 U.S.C. 1901(e)(2), sole source (including brand-name) acquisition under the authority of Simplified Procedures for Certain Commercial Products and Commercial Services.

5. Rationale Justifying Use of Cited Statutory Authority.

The SAMMS Sorbent Canister must be procured on a sole source basis from SRC as they are the only responsible source, and no other supplies will satisfy the agency requirements based on the unique characteristics that are essential to the Government. SRC is the original equipment manufacturer (OEM) and is the sole vendor for all sorbent canister design and manufacturing for the ACRU System. The ACRU is now the baseline CO2 removal system for Columbia Class submarines. This baseline considers the performance on the existing prototype, a risk assessment of the existing machine’s ability to achieve the required performance for the Columbia Class submarine, and the configuration of the prototype integrating with the ongoing Columbia Class submarine design effort.

SRC is the only available vendor capable of manufacturing canisters to ACRU specifications. The canister design, while it leverages commercially available heat exchanger materials and general design principles, it is uniquely tailored to the Navy's carbon dioxide removal needs. Heat exchangers typically just process air, while these canisters house the sorbent, SAMMS, allowing for the direct removal of carbon dioxide from submarine air. This is a specialized heat exchanger design configuration, and combined with the SAMMS, is the most critical component to the ACRU, making these canisters essential for maintaining atmosphere control and upholding mission capabilities. SRC is the OEM and technical data rights holder for SAMMS® sorbent canisters. The only drawings available to the Government for canister production are interface control documents and general assembly drawings. These do not include engineering drawings to the level of detail required for an alternate source to reproduce the current design. Detailed, production-level drawings are proprietary to SRC. The Navy does not have the technical capability or equipment to reverse engineer the technical data necessary to manufacture the supplies. Without this technical data, the Navy is not able to competitively procure SAMMS® sorbent canisters. On 20 May 2025, NSWCPD Code 416 personnel reached out to SRC about the possibility of acquiring the proprietary technical data. SRC responded on 04 June 2025 that they are not interested in discussing selling or licensing their data rights to the Government.

The canisters have already been tested at the NSWCPD Life Support Research, Development, Testing and Evaluation Facility in the full scale ACRU and at Collins’ facility as a part of ACRU qualification testing. The canisters are an integral subcomponent of the ACRU and significantly impact the operation and performance of the unit. A departure from the current SRC canister design would require an extensive process to redesign and requalify the canisters and ACRU as a whole.

The canisters were previously procured under NSWCPD procurements N6449819C4011 and N6449824P5317, which were awarded on a Sole Source basis to SRC.

As a result, SRC, the original designer and manufacturer of the SAMMS® sorbent canister, is the only source available that is capable of providing the supplies to fulfill the agency’s requirement for submarine readiness and mission capability.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, a Request for Information (RFI) was posted to

SAM.gov on 07 May 2025. Additionally, a synopsis of this procurement was published on the SAM.Gov on 23 May 2025. No contractors have responded to either posting as of the drafting of this J&A on 04 June 2025. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any other contractor than SRC to provide the required supplies and services.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NSWCPD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.
