DEPARTMENT OF THE NAVY

DIRECTOR STRATEGIC SYSTEMS PROGRAMS

1250 10TH STREET SE, SUITE 3600

WASHINGTON NAVY YARD, DC 20374-5127

IN REPLY REFER TO:

In doing this, SPHQ has installed an expanded ESS system within the building. In late 2019 information was obtained that brought to light security concerns with a particular product used during this project. These concerns were brought to leadership attention and a decision was made to mitigate the concerns by replacing the items in question with another like type of product.

An open competition would divulge details of specific locations and scope of classified systems and location of other classified processing with SPHQs. The acquisition package includes detailed as built drawings, site- specific geographic locations, system and subsystem performance specifications, and locations of classified processing. Due to the sensitivity of these programs and the urgent need to protect information at a higher level, it is imperative that this contracting action be implemented as soon as possible.

Market Research was conducted and a decision was made to source this project to one company.

This company has been a sub-contractor working with SPHQ on various security upgrade projects in the past. This company understands the security system installed currently and they are intimately familiar with the sensitivity for performing this type of work within SSP. This company is also the security systems contractor charged with installing all security related equipment for the SPHQ expansion into building 210 on the Washington Navy Yard.

6. Market Research Conducted

SSP reached out to multiple sources via web service material. Based on this market research multiples sources were evaluated and it was determine that only one of the sources could fulfill SSP’s requirement. Due to the information that could be gained and potentially divulged during this project it was decided to source this work to a company that has experience with not only SSP systems but also with the work currently ongoing within the enterprise.

7. Description of Efforts Made to Solicit Offers from as Many Potential Sources as

Practicable

Section 6 above describes the market research performed to identify potential source that could meet SSP’s requirement. Due to the national security nature and one source of SSP’s requirement, it will not be posted on FedBizOpps.

8. Fair and Reasonable Determination

All quotations or offers will be evaluated in accordance with FAR 13.106-3(a) and award will not be made unless the Contracting Officer can find the price fair and reasonable.

9. Other Facts Supporting the Use of Other than Full and Open Competition

None

10. List of Sources that Expressed an Interest in the Acquisition

None

11. Actions to Remove or Overcome Barriers to Competition

Based upon the aforementioned facts and details identified in Section 5, the Government does not foresee a feasible alternative to the selected source. SSP will continue to monitor the marketplace for viable, cost effective options to meet this requirement.
