4. Authority Cited:

Authority permitting other than full and open competition for this requirement is 10 U.S.C. §2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i). Only one responsible source has been determined reasonably available.

5. Reason for Authority Cited:

The shipyard must be located near the Vicksburg, MS area so that the Mat Sinking Unit will not have to expend considerable funds on towing, operating, and staffing costs. The costs to tow the barge to an area outside of the Vicksburg, MS Harbor is estimated to cost $8,000 - $10,000 per day of towing plus an estimated $5,000 - $7,000 per day while repairs are being performed at the shipyard. These cost increases are due to having to pay more for labor (two 12 hour shifts), supplies, groceries, and fuel while the towboat awaits completion of the services being performed on the Mooring Barge 7403. In addition, the Contracting Officer Representative (COR) to be appointed for the resultant contract will have to travel to any location outside of the Vicksburg Harbor and will incur travel expenses to provide COR oversight. Big River Shipbuilders, Inc. has been identified as the only source local to Vicksburg, MS that can support this requirement. Any other sources will require expending considerable funds on towing, operating, and staffing costs.

6. Efforts to Obtain Competition:

A notice of USACE-MVK’s intent to award this requirement sole source to Big River Shipbuilders, Inc. will be posted to https://beta.sam.gov/ on or around 9 March 2020.
