SOURCE SELECTION INFORMATION — SEE FAR 2.101 & 3.104
JUSTIFICATION AND APPROVAL (J&A)
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity: Department of the Navy, Military Sealift Command (MSC) Norfolk
2. Description of the Action Being Approved: This requirement is for the approval of two brand name software requirements; ECDIS Raytheon Synapsis NX and Buffalo Computer Graphics (BCG) Radar Products PSC-3XX. The brand name software is readily available to the public for purchase and is commercial-off-the-shelf (COTS).
3. Description of Supply or Services:
History of Requirement: This requirement was initially submitted for the lease of six simulator systems with maintenance, call-in help desk services and contractor-led training twice per year. After the posting of an RFI (N3220523R4122) to better define the lease requirement, three potential vendors were identified; General Dynamics Information Technology (GDIT) (Large Business), TRU Simulation + Training (TRU) Incorporated (Textron) (Large Business), and Basic Engineering Concepts & Technologies (BecTech Inc.) (Small Business). As a result, RFP (N3220524R0008) was posted and after proposals were received, it was determined that the leasing of the systems was not cost effective, and not in the best interest of the Government. Furthermore, it was identified that there were two brand name software requirements needed. The decision was then made to purchase instead of lease the simulator systems, eliminate help desk services, add the two brand name software requirements, and re-solicit.
Current Requirement: This requirement is for the award of a service order on a competitive basis for the supply of MSC Underway Replenishment Training Center (MUTC) Bridge Resource Management (BRM) Simulator System kits [QTY six (6)], with options to purchase an additional four (4) system kits.
The service order will also include an option for simulator system kit maintenance on up to one (1) simulator system kit per year, and Contractor-led training for MUTC Training Center Instructors located at Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS), Virginia Beach, Virginia, two (2) times per year. The simulator systems will be used by MUTC Instructors during travel CONUS and OCONUS while instructing the Bridge Resource Management Simulator Based Team training course.
Each of the simulator system kits shall be comprised of multiple pieces of equipment (laptops/mini towers, consoles, etc.) to which software will be installed. Each simulator system kit shall have a small footprint that can be easily setup and stored for transportation. A specific system configuration is not required however, it must meet the compatibility and capability requirements IAW the performance work statement (PWS). All of the equipment and software are readily available to the public for purchase and are commercial-off-the-shelf (COTS). Each simulator system kit requires three types of software of which two (2) are brand name; ECDIS Raytheon Synapsis NX and Buffalo Computer Graphics Trace (BCG) Radar Products.
This requirement is to support MSC’s Bridge Resource Management Simulator Based Team training course. The period of performance is a one-year base year, with four, one-year options years, and one, six-month option to extend the contract in accordance with FAR Clause 52.217-8 Option to Extend Services.
The estimated dollar value is TBD, which will be funded incrementally funded utilizing Navy working capital funds.

4. Statutory Authority Permitting Other Than Full and Open Competition: 10 U.S.C. 2304(c)(1) Use of procedures other than competitive procedures. Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1(a).
5. Rationale Justifying Use of Cited Authority: The ECDIS Raytheon Synapsis NX and Buffalo Computer Graphics (BCG) Radar Products, (BCG SynapseSim, software overlay on Raytheon Synapsis ECDIS) PSC-3XX software versions are similar to the electronic chart display and information system (ECDIS) and radar graphics software used onboard MSC Government Owned and Government Operated (GOGO) ships. The portable BRM Simulator systems need to resemble the MSC ship ECDIS and radar display graphics as close as possible to provide realistic training scenarios for the MSC students. The vendor designing and building the portable standalone BRM simulator systems shall incorporate the ECDIS and BCG software products into their simulator program. It is critical that the shipboard personnel train with the equipment and software program that replicates the actual equipment onboard the MSC ships. Only vendors who can integrate the ECDIS and BCG software with their simulation program will be considered.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable:
Based on market research conducted (Sect. 3, History of Requirement), the posting of the RFI and RFP, it has been determined that three potential offerors exist General Dynamics Information Technology (GDIT) (Large Business), TRU Simulation + Training (TRU) Incorporated (Textron) (Large Business), and Basic Engineering Concepts & Technologies (BecTech Inc.) (Small Business). No Existing Government contract vehicles were identified for use. Posting the requirement to SAM.Gov is required, and is also believed to be the best option for promoting competition. Regardless of the change in the requirement going from a lease to a purchase of the simulator system kits, and the identification of required brand name software, all of the equipment and software for the simulator system kits are COTS, and therefore MSC anticipates receipt of multiple offers.
7. Determination of Fair and Reasonable Cost: The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable.
8. Actions to Removed Barriers to Future Competition: For reasons set forth in paragraph 5, MSC has no plans at this time, or in the future, to allow for non-brand name software for contracts or purchase orders for the types of software covered by this document. If another potential source emerges MSC will assess whether competition of non-brand name software for future requirements is feasible.
