About this file

This is a Determination & Findings (D&F) document authorizing a single-source procurement from Monaco Enterprises, Inc. for the upgraded D-21 V2 Alarm Reporting System at Eglin Air Force Base.

The procurement encompasses the acquisition, installation, and lifecycle support of Windows 11-compliant D-21 V2 Alarm Reporting Software with automated database archiving and encrypted radio support for RID7000/RFM-X transceivers. Required hardware includes rack mount and tower CPUs, KVM drawers and extenders, 24-port DoDIN APL-approved network switches, rack and desk UPS backup systems, and widescreen monitors to service Fire Station 1, Fire Station 3, and the CE Alarm Shop. The scope includes decommissioning and removal of legacy systems, up to 4 hours of on-site operator training, and comprehensive preventive maintenance inspections with quarterly cleaning, software patching, STIG/RMF security mitigation, database archiving, UPS load testing, printer services, and D-21/EM Map updates.

The Contracting Officer justifies sole-source procurement under RFO 12.201-1 (Commercial Products and Services), citing that Monaco Enterprises, Inc. (UEI: EZGFN5WLEEY8), a small business, is the sole OEM proprietor holding exclusive intellectual property rights, source code access, and legal authority to interface with, upgrade, and license the system. Market research confirmed that alternative integrators and small business vendors lack the proprietary OEM rights necessary to migrate Eglin AFB's active operational database, legally transfer software licenses, provide RMF-ready patches, and maintain encrypted radio integration with existing Monaco transceivers base-wide. The contracting officer determined that competitive solicitation would result in unacceptable operational downtime and catastrophic duplicative costs. The D&F was signed by Lindsay Hartzog, Contracting Officer, Section Chief, AFTC/PZIOCD, on August 26, 2026.

4. Findings:

A search of the Small Business Administration (SBA) Dynamic Small Business Search (DSBS) database indicates that while numerous small businesses, B(a) firms, and Service-Disabled Veteran-Owned Small

Businesses (SDVOSBs) operate under NAICS code 561621 (Security Systems Services (except

Locksmiths)) for general alarm installation, they lack the proprietary capabilities necessary to execute this specific requirement. Sources were excluded strictly on a technical and legal capability basis, rather than on a source selection or best-value basis. To be considered capable, a vendor must possess the ability to access and modify the proprietary database to successfully migrate Eglin AFB's active operational data, legally transfer existing software licenses to the new hardware, and provide native RMF-ready software updates and encrypted radio support ( hat integrate seamlessly with the existing Monaco transceivers base-wide. Alternative vendors were excluded because they do not possess the OEM intellectual property rights, source code access, or legal
