Due to circumstances described herein, the activity requests authority to purchase electronic access to Midwest Tape DVD/Blu-Ray Point Plan for movies and TV shows content using Other Than Full and Open Competition as prescribed by FAR 13.106-1(b), soliciting from a single source, and 13.501(a), Sole source acquisitions. This individual action will result in the award of a new Firm Fixed Price Contract. This sole source requirement will be acquired from the following organization: Midwest Tape, LLC.

The mission of AF Libraries is outlined in DoDI 1015.10 stating DoD Libraries will provide information resources and services required to accomplish the mission. The AF libraries support military personnel assigned to contingency operations, remote sites, and military missions IAW DoDI 1015.10, Military Morale, Welfare, and Recreation Programs.

The program provides professional military and voluntary education programs materials and services. Libraries also provide facilities, resources, and services to enhance the quality of life, regeneration, and resiliency for authorized customers. These resources relate to various overarching goals of the AF such as recreation, physical wellness, emotional resiliency, and educational pursuits.

To meet these needs, the AF libraries must procure resources that can be accessed globally, including in areas with low or no internet access, and provide the below stated requirements. These resources need to include access to quality of life resources. The Midwest Tape DVD/Blu-Ray Point Plan content is a vital leisure tool for AF personnel. Midwest Tape DVD Point Plan is important to service personnel and library staff for having the ability to provide access to DVDs and Blu-Ray collection that can be borrowed from the libraries. This subscription must be firm-fixed pricing so there is no increase when new titles are accessed and may limit the number digital downloads per week/month per registered user.

The Midwest Tape DVD/Blu-Ray Point Plan collection provides information that supports professional, education and enhances quality of life for AF personnel.

The proposed effort covered by this individual J&A is for a 12-month subscription to Midwest Tape DVD Point Plan for AF Libraries. Midwest Tape DVD/Blu-Ray Point Plan is important for the Airmen and the families for having the ability to provide instant access to a digital collection that can be streamed or downloaded with no waiting. This digital collection provides information that enhances professional, academic and quality of life for AF personnel.

The period of performance for this effort is 30 September 2020 - 29 September 2021.

Midwest Tape DVD/Blu-Ray Point Plan has exclusive legal distribution rights to part of its content collection and is a "must order direct" company. Midwest Tape DVD/Blu-Ray Point Plan Subscription offers access to DVDs and Blu-Ray collection of current and old movies, TV shows. Midwest Tape DVD/Blu-Ray Point Plan collection can provide online ordering and individual accounts for up to 63 libraries and free shipping to locations all around the world. Midwest Tape has exclusive distribution rights for Disney/Pixar movies.

A Sources Sought Synopsis was posted on Beta.Sam.Gov fro m14 July 2020 through 4 August 2020 and no responses were received. Additionally, an intent to award sole source was posted from 7 August 2020 through 12 August 2020 and no responses were received.

March 2018 SOURCE SELECTION SENSITIVE Page 2 of 2 for the US Air Force to accomplish the libraries' mission. Without this sole source acquisition, the Air Force Library Programs mission to provide Airmen recreational and MWR materials would be seriously harmed or delayed.

Market research confirms that Midwest Tapes DVD/Blu-Ray Point Plan is the only known source that can satisfy the government's requirements and is intended to provide the Air Force Library Programs mission to provide Airmen recreational and MWR materials. The AFSVC/SVPL library staff extensively surveyed the market for vendors to obtain competition for this requirement. The library used vendors' websites, articles in profession library publications, demonstations viewed at profession conferences, and customer suggestions in conducting research.

A sources sought synopsis and intent to award on a sole source basis notice was posted on Beta.Sam.Gov and no qualified responses that could meet the requirement were received. The proposed sole source is the only known source able to satisfy the Government's requirements.

AFSVA/SVPL will keep an open dialog with the users/patrons and evaluate statistics to determine the necessity to use this resource to supplement its collection of subscriptions. AFSVA/SVPL will continue to survey the market for vendors to obtain competition in aircraft safety publications. The library uses publishers' advertisements, interlibrary loan requests, customer suggestions and new publication reviews in conducting its surveys.
