About this file
This document is a Single Source Justification (Simplified Acquisition) for the 846th Test Squadron at Arnold Air Force Base. The procurement involves a re-manufactured gear box for a $350K Mazak VCN-510C50-11 CNC Mill (serial number 199570), which is critical for machining rocket sleds and test track hardware. The estimated contract cost is $20,123.15, and the sole source vendor is Magnum Precision Machines Inc., the only factory-trained Mazak service technician in New Mexico.
The justification emphasizes the urgent need to repair the machine, which is currently out of service and could impact multiple Hypersonic missions and national defense weapon development programs. The Air Force determined that only the original equipment manufacturer (Mazak Corporation) through their authorized local representative can properly repair the gear box, with an OEM authorized service technician required to remove, replace, and test the milling spindle. A replacement machining center would cost between $450K to $525K, making the repair a cost-effective solution. The contract is planned for award on 07-Mar-2025 by Contracting Officer Brett Moore.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: PZ (Arnold) OL Holloman
Project/Program Name: MAZAK Gear Box Replacement
Purchase Request / Local ID Number: TBD
Estimated Contract Cost (including Options): $20,123.15
Section B: Description of the Supplies/Services Required
The 846th Test Squadron (846 TS) is requesting a re-manufactured gear box from the original equipment manufacturer (OEM) “The Mazak Corporation” as the replacement part for this repair. A new replacement gear box is unavailable, and the re-manufactured item is the best option to return the machine back to factory specification.
Section C: Justification for Soliciting from a Single Source or Brand Name
The 846 TS uses a $350K Mazak VCN-510C50-11 CNC Mill, serial number 199570, to machine complex rocket sleds, test track hardware and test articles. Currently, the machine's main milling spindle gear box have become worn and inoperative and will no longer engage any spindle or tool change. This machine is mission critical for the 846 TS mission support and is out of service due to the gear box damage. Unavailability of this vital asset will impact multiple Hypersonic missions if not repaired in a timely manner. Several other critical National Defense weapon development programs may also be affected if schedules are delayed.
During market research, the 846 TS identified that purchasing an OEM re-manufactured milling gear box is the best option for returning the machine back to factory parameters and functionality. The 846 TS quoted the re-manufactured gear box from the MAZAK Corp. through their local representative Magnum Precision Machines Inc. Magnum is the only factory trained repair technicians for the New Mexico area for Mazak machinery, the manufacture of this machine. Replacement of an unauthorized Mazak gear box or repair can cause other internal parts to fail or cause premature failure. A replacement machining center such as this one would be estimated at $450K to $525K if this machine is not repaired by the authorized vendor.
The 846th POC is requesting an OEM authorized service technician remove and replace the milling spindle and perform a runoff test of the re-manufactured gear box to ensure parameters and functionality have been restored to the OEM specifications.
Soliciting this service from a single source with the required OEM qualifications is the only way to meet the OEM warranty requirements and maintain the strict timelines needed so the 846 TS can uphold their commitments for the Hypersonic Test Bed program (HSTB) program.
Section D: Efforts to Obtain Competition
The Government reached out to: The MAZAK Corporation (the OEM) and Magnum Precision Machine Tools Inc. of Albuquerque, NM, the contracted OEM sales and service representative for the MAZAK Corporation.
The Government is continually reviewing trade journals, attending trade shows, and surveying the market in the event that future requirements may be satisfied in a competitive environment.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market research has included Internet searches, looking at acquisition history (which was a sole source), discussions with other possible sources and finally the OEM vendor. The discussion with the OEM vendor revealed that they have only one authorized/

Efforts will be made to continue to monitor and conduct market research for additional resources for the purchase of this gear box that will meet the OEM recommended machine service company. Extensive evaluation will be performed to ensure any non-OEM contractor proposed work will meet the OEM's specifications and standards.
