About this file

This is a Justification and Approval (J&A) document for procurement outside of full and open competition issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division.

The Naval Sea Systems Command seeks to award a Requirements Indefinite Delivery, Indefinite Quantity (IDIQ) contract on a sole source basis to Safran Defense & Space, Inc., located in Bedford, New Hampshire, for life-cycle support services of the Long-Range Optical Interrupter – Compact Optical Interrupter Laser (LROI-COIL) system and acquisition of new production units supporting the U.S. Navy. The LROI-COIL is a hand-held, single-operator, non-lethal deterrent laser system used by Embarked Security Teams to provide 360-degree defense coverage for afloat naval assets within the escalation-of-force continuum. The contract encompasses acquisition of new production units, lifecycle support for fielded units, spares, accessories, consumables, and travel-related costs. The estimated contract duration is five years, consisting of a base ordering period plus four additional option ordering periods. The contract will be funded through FY25–FY30 Other Procurement, Navy (OPN) and Operations and Maintenance, Navy (OMN) appropriations. Specific quantities and costs are redacted in the document.

The justification for sole source procurement cites 10 U.S.C. 3204(a)(1) as implemented in FAR 6.302-1(a)(2)(iii), asserting that Safran Defense & Space, Inc. is the only responsible source capable of meeting the Navy's requirements. The rationale emphasizes that the LROI-COIL's approved design is the only solution meeting minimum technical specifications for beam size, irradiance levels, operational range, and weather performance. A sources sought notice (N61331-25-SN-Q22) was published March 3–18, 2025, and a synopsis ran March 19 through April 3, 2025, with only Safran Defense & Space, Inc. responding. The document notes that developing alternative technology would require three to four years of development time and substantial redundant costs unlikely to be recovered through competition, and that Safran Defense & Space, Inc., as the Original Equipment Manufacturer, is the sole provider of maintenance and sustainment services and holds the required intellectual property.

The estimated duration of the contract is estimated at five years, including a base ordering period with four additional option ordering periods totaling The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This J&A does not authorize acquisition for other requirements. The contract action will be subject to approval of FY25 – FY30 Other Procurement, Navy (OPN) and Operations and Maintenance, Navy (OMN) funds.

4. Statutory Authority Permitting Other than Full and Open Competition.

10 U.S.C. 3204(a)(1) as implemented in FAR 6.302-1(a)(2)(iii) – Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

As envisioned by the Navy Expeditionary Combat Command (NECC), the LROI-COIL is used as a viable tool in the escalation-of-force (EoF) continuum. The LROI-COIL is primarily used by Embarked Security Teams providing defense measures for afloat assets. Two or three LROI- COILs per team/ship offer a 360-degree coverage around a

It is estimated that developing a similar technology would also require three to four years of development time before the final solution would be available for procurement and finally deployment. Lastly, Safran Defense & Space, Inc. is the sole provider of service and maintenance of the LROI-COIL as they are the Original Equipment Manufacturer (OEM) of the LROI-COIL system and own the Intellectual Property required to meet the Governments sustainment requirements. As such, it is in the Government’s best interest to procure on a sole source basis from Safran Defense & Space, Inc.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Sources sought notice number N61331-25-SN-Q22 was published on 3 March 2025 through 18 March 2025 on the Government Point of Entry, SAM.gov, per DFARS PGI 206.302-1(d). In addition, the proposed contract action was synopsized from 19 March 2025 through 3 April 2025, per FAR 5.203(a). To date, only Safran Defense & Space, Inc. responded to these announcements. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Safran Defense & Space, Inc. to provide the required equipment and refurbishment support.

7. Determination of Fair and Reasonable Costs.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NSWC PCD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges NSWC PCD will assess whether competition for future requirements is feasible.
