About this file

This Memorandum for Record is a Justification and Approval (J&A) document for a sole-source procurement by the 2d Theater Signal Brigade to install an Intrusion Detection System (IDS) at Building B2383 on Patch Barracks in Stuttgart, Germany. The contract will be awarded to M.C. Dean for $129,832 using Fiscal Year 25 Operations & Maintenance, Army funding, with a performance period not to exceed 8 months. M.C. Dean is justified as the sole source due to their specialized security certifications, including personnel trained in installing high-security locks meeting Federal Specification FF-L-2740B and compliance with Underwriters Laboratories (UL) 2050 standards for alarm systems protecting classified spaces.

The procurement aims to address current security deficiencies by installing a state-of-the-art IDS and GSA-certified lock on a Sensitive Compartmented Information Facility. The installation is expected to eliminate the need for 24/7 contracted security personnel, potentially generating $500,000 in cost savings by reducing continuous manned surveillance. M.C. Dean's unique qualifications include multiple contracts with U.S. defense agencies, Technical Expert Status Accreditation, and German work authorization, which enables immediate support for U.S. installations without extensive external vetting processes.

Contracting Activity: ACC-APG Huachuca

2. Description of Action: This requirement is for the installation and testing of the Intrusion Detection System at Building B2383 (Frame Room) on Patch Barracks, Stuttgart, Germany. This is a new requirement, which will be procured by a Firm Fixed- Price Purchase Order using Fiscal Year 25 (FY25) Operations & Maintenance, Army (OMA) funding. The Justification & Approval is to award Sole Source to M.C. Dean using FAR Subpart 13.106-1(b)(1) authority.

3. Description of Services or Supplies: Requesting installation and testing of an Intrusion Detection system (IDS) at Building B2383 (Frame Room) on Patch Barracks, Stuttgart, Germany.

Period of Performance: Project not to exceed 8 months from award.

Total Value: $129,832.00

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

5. Reasons for Authority Cited: The Intrusion Detection System (IDS) is a combination of a robust electric lock and dedicated electronic sensor that constantly reports the status of a door back to the alarm panel to detect and alert on unauthorized physical entry. The IDS door lock is a security point composed of several integrated pieces. Components of the IDS door lock are the electronic lock, door contact/sensor and the Intrusion Detection system. An IDS, often referred to as an alarm, must detect an unauthorized penetration in the secured area. An IDS will be installed when results of a documented risk assessment to determine its use as a supplemental control is warranted. The IDS uses commercial technology to detect and assess unauthorized intrusion of protected areas, including worldwide Army facilities such as conventional, intelligence, biological, and chemical sites of all sizes. It does so by coordinating near real-time assessment and rapid flexible response to existing, imminent, or emerging threats.

M.C. Dean is a Value-Added Reseller (VAR) for sales, installation, configuration, and maintenance specializing in security certified related services.

The X-10 Lock or LKM panic hardware/egress kit must be installed by a U.S VAR with personnel certified in the FF-L-2740B locksmith course. This course is only available to U.S Citizens.

Per the AR 380-5, Army Information Security Program, Physical Security Standards, 6- 13 Vault and secure room (open storage area) construction standards for vaults will consist of the following:

• Access doors will be substantially constructed of wood or metal. For out-swing doors, hinge-side protection will be provided by making hinge pins nonremovable (for example, spot welding) or by using hinges with interlocking leaves that prevent removal. Doors will be equipped with a GSA-approved combination lock meeting FF – L – 2740. Doors other than those secured with locks meeting FF – L – 2740 will be secured from the inside with deadbolt emergency egress hardware, a deadbolt, or a rigid wood or metal bar that extends across the width of the door.

• Knowledge of IDS and ICIDS equipment capabilities and compatibility, system configurations

a. Per the AR 380-5, Army Information Security Program, Physical Security Standards, 6-13 Vault and secure room (open storage area) Intrusion detection system standards for vaults will consist of the following:

(1) IDS or intrusion detection equipment (IDE).

(2) Security forces.

(3) Operating procedures.

b. System functions. IDS components operate as a system with the following four distinct phases:

(1) Detection.

(2) Communications.

(3) Assessment.

(4) Response.

c. These elements are equally important and cannot be substituted, manipulated and/or modernized. None of the requirements to install the IDS system and lock can be eliminated if the IDS is to provide an acceptable degree of protection.

The Contractor shall provide trained personnel who have technical proficiency in the systems and equipment listed in the before mentioned paragraph and in Technical Exhibit 1. Employee training required includes the following:

• Maintenance and Repair Technician: Contractor personnel performing maintenance, repair and or construction services on GSA approved combination locks must possess certification for Kaba-Mas-X-10 and LockMasters certified for Pedestrian egress doors.

• Technicians shall be required to obtain and maintain a Secret security clearance and have an annual criminal records check conducted by the Government. This position is not considered weather/emergency essential. Contractor shall submit certifications to the COR prior to working on this contract for verification.

6. Publicizing Contract Actions: The solicitation along with this brand name justification and approval will be posted to the Government Point of entry at www.SAM.gov.

7. Market Research:

M.C. Dean, Inc.is a verified and fully certified U.S. vendor for the construction, maintenance, and sustainment of U.S. Government facilities and infrastructure in Germany. Their combination of U.S. corporate structure, established in-theater operations, rigorous security compliance, and certified technical expertise creates a unique and advantageous capability for mission-critical support.

M.C. Dean holds multiple contracts and task orders with key U.S. defense agencies responsible for infrastructure, including the Department of Public Works (DPW), the U.S. Army Corps of Engineers (USACE), and the Defense Information Systems Agency (DISA) in the U.S. European Command (EUCOM) Area of Responsibility (AOR).

M. C. Dean also holds the necessary Technical Expert Status Accreditation (TESA) and German work authorization, which is mandatory for U.S. contract performance within Germany. This dual compliance ensures legal and immediate access to support U.S.

installations without relying on lengthy, external vetting processes.

M.C. Dean has personnel certified in the installation and maintenance of the Kaba Mas X-10 High Security Lock as required by Federal Specification FF-L-2740B, Style 1. This is the U.S. Government's highest security standard for electromechanical combination locks used on GSA Approved Security Containers and high-security vault/pedestrian doors (such as the CDX-10 model used on SCIFs).

M.C. Dean has maintained compliance with Underwriters Laboratories (UL) 2050 standards for the design, installation, monitoring, and maintenance of alarm systems used to protect classified spaces, such as Sensitive Compartmented Information Facilities (SCIFs) and Closed Areas. This is a crucial, industry-recognized certification developed in collaboration with U.S. federal security agencies.

8. Other Facts:

Currently the facility does not possess an IDS and GSA-certified lock on the Sensitive Compartmented Information Facility. Due to these deficiencies, the facility is maintained 24/7 by contracted personnel. The installation effort will ensure compliance by deploying state of the are IDS and installing a lock meeting the Federal Specification FF-L-2740B via the Kaba Mas X-10 lock.

This is a one-time contract for the installation of an Intrusion Detection System (IDS) and certified locks to meet the intent of a six percent (6%) reduction in contracted support personnel. Installation of the new IDS system and GSA-certified locks will allow for the immediate descope of the 24/7 security watch requirement currently filled by contractor personnel under the existing OPMAS-E contract (W91RUS25FA065) at this specific location. The descope in contract will result in a permanent cost savings of $500,000 by eliminating the need for continuous manned surveillance at the site.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

Tierra R. Paulino Contracting Officer’s Representative

10. Contracting Officer Certification/Approval:

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon comparison to the IGE. I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government.
