About this file

This is a Limited Sources Justification and Approval document dated May 5, 2026, from the Defense Threat Reduction Agency (DTRA) for a single-source procurement of Gigamon SecureNet brand hardware and software.

DTRA is procuring a lifecycle replacement of aging end-of-life network traffic shapers for DTRA Headquarters and DTRA West to maintain visibility and situational awareness of its IT infrastructure. The procurement includes Gigamon hardware components (GigaVUE chassis, nodes, and port modules), software licenses (GigaVUE-OS, GigaVUEM, SecureVUE Plus, and GigaVUE-FM Prime Edition), support services (Elite-Plus Software Support, Pass-through Support with 24x7 coverage, and Advance Hardware Replacement), and training vouchers for the Gigamon Academy. The period of performance consists of one base year covering integrated hardware, software, licenses, and maintenance, plus four optional one-year periods for software, licenses, and maintenance renewals. The estimated dollar value is redacted.

The justification cites FAR 8.401 and GSAM 538.7104-4(b)(1) as statutory authority for items peculiar to one manufacturer. Market research determined that Gigamon is the sole solution meeting all DTRA requirements, specifically for application-layer filtering, enterprise-level traffic brokering, granular traffic filtering, strong decryption capabilities, and scalability across hybrid on-premises and cloud environments. The required Gigamon products are available on the DOW ESI (Department of War Enterprise Software Initiative) as a mandatory source for commercial software. The Request for Quote will be solicited to Carahsoft, the Blanket Purchase Agreement holder, and eight authorized resellers listed in the DOW ESI ordering guide. The document is certified and approved by the Contracting Officer, General Counsel, and Competition Advocate with dates in May 2026.

The DTRA Cyber Security Service Provider uses the Gigamon HW/SW to provide proactive and reactive monitoring/defensive network services for the agency as these devices are used to shape the data flow for the various sources and send them with multiple streams to the appropriate toolset(s).

The period of performance (PoP) will be a one (1) year base period which includes the integrated

Lines hardware, software, licenses, and maintenance, and four (4) 1-year options which include software, licenses, and maintenance renewals. The estimated dollar value is

3. Statutory Authority

FAR 8.401, GSAM 538.7104-4(b)(1) (Class Deviation 2026-O0049), Items peculiar to one manufacturer.

4. Justification Rationale

Maintenance of current Gigamon software expires on . Current Gigamon hardware is end-of-life (EOL) and new updated hardware, and software must be procured to ensure the security of DTRA networks. Market research shows several options available to replace the current Gigamon software and hardware. However, Gigamon was found to be the only solution that provides all the services and performance needed with seamless integration into current DTRA systems.

Capabilities Specific to Gigamon

• Gigamon is the only solution that provides Application-layer filtering and integrated enterprise-level traffic brokering across different macro and micro segmented networks across geographically separated logical networks in a hybrid environment.

o Gigamon acts as an advanced "digital traffic controller" for an organization's entire network including multiple enclaves. It has the unique ability to look deep inside the data being sent and efficiently route that information to the appropriate security tools, so they do not become overwhelmed. Most importantly, it maintains this level of detailed visibility and control across a complex mix of local servers, cloud systems, and highly secured, geographically spread-out locations, ensuring all digital traffic is safely monitored no matter where it travels.

• Gigamon provides more granular traffic filtering, strong decryption capabilities, and is scalable and able to handle large volumes of traffic.

o Gigamon acts as a highly scalable, high-speed inspection station for networks.

It precisely filters data to isolate exactly what needs to be checked, safely "unlocks" encrypted traffic to uncover hidden threats, and easily handles massive surges in data volume without slowing down mission operations.

Other Considerations

These specific capabilities satisfy the requirement of hybrid DTRA enterprise architecture with both on-prem and in cloud traffic brokering without additional purchases. The ability to purchase one solution that meets all DTRA requirements will result in ease of deployment of the capability allowing for instantaneous security of DTRA networks.

Gigamon's specific scalability, advanced filtering, and robust decryption capabilities are vital to

DTRA operations. Gigamon continually monitors and analyzes large volumes of network traffic and data logs, enabling the agency to identify and rapidly mitigate emerging security threats on

DTRA’s unclassified network.

Gigamon meets DTRA’s stringent operational requirements by providing deep, comprehensive network visibility. It captures, analyzes, and delivers traffic intelligence across physical, virtual, and cloud environments, which is essential for maintaining security, performance, and compliance. Its fabric visibility technology provides critical real-time insights, and its highly scalable architecture is explicitly designed to support large enterprise environments. Successful network management requires complete observability and the capacity to rapidly isolate and remediate threats and vulnerabilities. This rapid response capability is mission-essential for

DTRA; it ensures continuous network availability and safeguards the critical IT infrastructure required to support the agency's global counter-threat operations. Furthermore, acquiring the

Gigamon solution for lifecycle replacement reduces costs, facilitates interoperability, and ensures consistent integration within DTRA’s established systems for situational awareness.

Leveraging an already familiar solution significantly reduces or eliminates the learning curve associated with system upgrades, integration, operations, and maintenance. Consequently, this minimizes operational risk and prevents potential mission interruption.

Gigamon is also capable of integrating with a large variety of security and monitoring tools

DTRA currently utilizes. Purchase of the Gigamon hardware and software will ensure a smooth transition, avoiding potential security risks and additional training hours for personnel to become familiar with the product. Purchasing Gigamon will ensure there is no degradation in performance capabilities and is in the best interest of the Government. Furthermore, Gigamon has the required DTRA capabilities such as supporting multiple micro and macro segmented network and application-layer filtering. Ensuring these capabilities are present will allow future acquisition of multiple log brokers or other capabilities necessary to satisfy DoW Zero Trust requirement across all pillars.

5. Market Research

DTRA IT conducted market research (MR) using online resources, sources familiar with the field, and personal and expert knowledge to determine the solution to best meet its technical requirements, as stated above. This level of MR concludes that other manufacturers do not meet the Government’s needs because similar products lack a particular feature and cannot be modified to fulfill requirements. Based on a comparative analysis in the market research report, similar solutions such as can meet some of DTRA’s requirements but only the Gigamon brand-specific product meets all of DTRA’s requirements.

While other solutions exist, none meet the Government’s minimum requirements without unacceptable cost and risk.

Market research found the required Gigamon hardware and software products are offered on

DOW ESI. Since DOW ESI is a mandatory source for commercial software and commercial software services. The Gigamon Request for Quote will be solicited to Carahsoft, the BPA holder and the eight (8) authorized resellers listed in the DOW ESI ordering guide.

6. Subsequent Actions

DTRA IT will continue to monitor the market for products that may meet the specified needs in the future.
