Reviews: I have reviewed this justification and find it adequate to support other than full and open competition

1. Contracting Activity: U.S. Army Contracting Command Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: Project Director Joint Services (PDJS) requests a Firm Fixed Price Task Order under Contract Number W52P1J-11-G-0002 with BAE Systems. ACC- RI projects award for and will obligate fiscal year , Research, Development, Test, and Evaluation (RDTE) funds. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(A).

Description of Supplies/Services: PDJS has a requirement to study and demonstrate alternative blending/glazing technologies/capabilities for the Solvent Propellant Pack-out facility at Radford Army Ammunition Plant (RFAAP). The Life Cycle Pilot Process (LCPP) Alternative Blending project will improve the safety of the blending operation at the RFAAP Solvent Propellant Pack-out facility to reduce the risk of incidents that have been impacted by the current operation. The period of performance will be

The proposed contract will not include an option provision.

Authority Cited:

10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited:

As described at FAR 6.302-1(a)(2)(iii)(B), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in

BAE Systems, the current operating contractor at RFAAP, has a unique capability to execute this project. As the Operating Contractor, BAE is the only source with full knowledge of and access to the current operating procedure, condition of infrastructure, and production data of the Pack-out facility. This data will be used to define the key technical requirements for this LCPP program in order to perform an alternative analysis of blending technologies.

In addition, the current lab facility at RFAAP, Development department, has a small scale ribbon blender. BAE has expertise in operating this unit which will be beneficial in executing the LCPP program in a timely manner and reduce the cost to obtain equipment for capability demonstration.

Further, results of this LCPP program will provide technical requirements to determine the hazard operation classification to support the Solvent Propellant Pack-out facility design effort, currently on contract with BAE (reference W52P1J-11-G- 0002, T.O. W52P1J18F0446). Since BAE is the contractor executing the Solvent Propellant Pack-out facility design effort, having BAE perform the LCPP effort will result in the most efficient incorporation of the LCPP results into the Solvent Propellant Pack-

out design effort.

6. Efforts to Obtain Competition: ACC-RI shall publish the notices required by FAR

5.201. Because this is a sole source action, effective competition is not applicable. The solicitation will include FAR Clause 52.244-5, Competition in Subcontracting, requiring BAE Systems to select subcontractors on a competitive basis to the maximum practical extent.

7. Actions to Increase Competition: The Government intends to continuously survey the market place to seek additional sources for RFAAP requirements when outside the scope of the existing contracts supporting the facility. The Government posted a sources sought notice on FEDBIZOPPS on July 18, 2019 for this effort, to identify potential sources.

8. Market Research: In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information 206.302-1(d), ACC-RI posted a sources sought notice on FEDBIZOPPS on July 18, 2019 for 15 days. No other sources expressed a written interest in this requirement.

9. Interested Sources: To date, no other sources have expressed a written interest in this requirement.

10. Other Facts:

a. Procurement History

Contract: W52P1J-11-G-0002 Basic Ordering Agreement (BOA)

Award Date: May 17, 2011 Competitive Status: Full & Open Competition

The competitive selection of BAE as the operating contractor for RFAAP was on a full and open basis, and the scope of the contract provides for award of a full range of operations and maintenance services, program and project management services.

This J&A is executed because the LCPP effort represents a research and development task which could be considered outside the cited scope of the BOA, even though the project directly supports such efforts.
