About this file
This document is a Sole Source Justification Review Document for a short-term bridge contract for bulk hospital laundry services for Tripler Army Medical Center (TAMC) and CPL Desmond T. Doss Health Clinic (DDHC) in Hawaii. The contract will be awarded to Steiner Hawaii Inc. (DBA Alsco), the incumbent contractor, for a 12-month ordering period with no option periods, using Fiscal Year 2025 Defense Health Program funds. Alsco is deemed the only qualified provider due to its ability to ensure full operational capability without a transition period, possession of required healthcare laundry accreditations, and having a facility on Oahu capable of meeting the 24-hour turnaround time for hospital laundry volume.
The justification highlights that market research and a sources sought notice on SAM.gov yielded limited responses, with only Alsco demonstrating complete capability to meet the government's requirements. Two other vendors (Begini Howard Private Equity and RV Global Solutions) either provided incomplete information or no specific capabilities. The government's intent is to solicit a long-term contract under full and open competition, but this bridge contract is critical to prevent a potential shutdown of medical facilities that would severely impact patient care and soldier readiness.

Legal Counsel
Sole Source Justification and Approval Under FAR 13.501
1. Contracting Activity: Medical Readiness Contracting Office – Pacific (MRCO-P), 146 Clark Road, Building 339, Fort Shafter, Hawaii 96858.
2. Description of Action: This approval is for a new, short-term, Indefinite Delivery Indefinite Quantity (IDIQ), bridge contract. Fiscal Year 2025 Defense Health Program (DHP) funds are available.
3. Description of Supplies/Services: Bulk Hospital Laundry Services for Tripler Army Medical Center (TAMC) and CPL Desmond T. Doss Health Clinic (DDHC), Hawaii. The Contractor shall provide the facility, labor, equipment, supervision, management, supplies, and transportation, for the cleaning, processing and finishing of Government Owned Linen for TAMC and DDHC, located on the Island of Oahu, Hawaii.
The total estimated value of this requirement is for a 12-month ordering period with no option periods.
4. Authority Cited: 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial products and commercial services.
5. Reason for Authority Cited: The current contract, W81K02-21-D-0003, awarded to Alsco, has exhausted all possible means to extend services with the final Task Order W81K02-24-F-0071 ending on 29 June 2025. A bridge contract is needed to ensure continuation of these mission critical services on 30 June 2025 while the Government procures a long-term contract. TAMC and DDHC will shut down if a break in service occurs severely impacting patient care and soldier readiness as patients will be sent out to the network.
Steiner Hawaii Inc., Doing Business As (DBA), and referred to herein as “Alsco” is the only provider of bulk hospital laundry services that can meet the government’s requirements. They are the only vendor that has the capability to ensure Full Operational Capability on 30 Jun 2025 since as the incumbent contractor, they will not require a 30-day transition period; the only source that has the required accreditation from the Healthcare Laundry Accreditation Council or a Textile Rental Services Association certification that ensures laundry meets hygiene and cleanliness standards for healthcare facilities; and is the only source that has a facility, located on the island of Oahu, with the capability to meet the government’s 24-hour turnaround time requirement for volume of pounds of hospital laundry.
Based on the foregoing, it is imperative that a bridge contract be awarded to Alsco as these services are vital to patient care and safety.
6. Efforts to Obtain Competition:
a. Effective Competition. Based on solicitation history and responses to the sources sought notice, the contracting officer does not anticipate effective competition for this acquisition. However, the notices required by FAR 5.201 shall be published and any offers received shall be considered.
b. Subcontracting Competition. Alsco has sufficient in-house capabilities to perform the work and does not customarily subcontract the required services to other firms.
After considering this information, the contracting officer has determined that subcontracting possibilities do not exist for this requirement in accordance with FAR 19.705-2(b)(1).
7. Actions to Increase Competition: Ongoing market research will be performed to determine if alternative sources of services become available. It is the Government’s intent to solicit the long-term contract as Unrestricted (full and open competition).
8. Market Research: The requiring activity conducted market research within the previous 12 months by conducting internet searches, contacting knowledgeable people (Government and Industry) regarding this requirement, and reviewing Government contracts. The market research indicates that Alsco is the only source that is qualified to support this bridge requirement.
9. Interested Sources: A sources sought notice was posted on SAM.gov on 13 May 2025, inviting all responsible sources to submit a capability statement before the closing date of 23 May 2025. Three vendors responded to the sources sought notice, Begini Howard Private Equity (BHPE), RV Global Solutions, and Alsco. See paragraph 6 regarding notices required by FAR 5.201
Aftermarket military equipment and systems solutions firm, BHPE, located in Oklahoma, stated they will address the government’s needs as soon as possible, but to date, no specific capabilities information has been received.
Consulting firm, RV Global Solutions, located in New Jersey, did not provide specific information related to this requirement.
Incumbent commercial laundry firm, Alsco, located in Hawaii, indicated they are ready and capable.
To date, no other sources have written to express an interest.
