About this file

This is a Justification for Other Than Full and Open Competition (J&A) under FAR 6.103-1 for a single-source acquisition.

The Defense Logistics Agency (DLA) Weapons Support in Columbus is acquiring Housing Proportioner components (NSN 2915012681594) for Engine Fuel System Components used on Aircraft and Missile Prime Movers. The procurement restricts competition to Eaton Corporation (CAGE 86090, Part Number 43401) as the sole approved source. The estimated quantity is up to 270 units, and the acquisition will be conducted as a firm-fixed price RFP on a one-time buy basis. The justification cites statutory authority under 10 U.S.C. 3204(a)(1) with AMC 3 (second or subsequent acquisition directly from manufacturer) and AMSC D (data unavailable for competitive solicitation) as the bases for limiting competition. Technical data will not be available at time of solicitation, and alternate offers may not receive consideration due to the lengthy Engineering Service Authorization evaluation process and timeframe constraints to meet the replacement schedule.

Market research conducted from August 6-14, 2026 included a Sources Sought Notice posted to SAM.gov on August 11, 2026 (5 business days, no additional sources responded), procurement history review (no additional sources found), and internet search (no additional sources found). Jamaica Bearings Co. (CAGE 04836), an authorized dealer of Eaton Corporation, expressed interest in the acquisition. The item was determined to be non-commercial under I/A/W FAR 2.101, resulting in FAR 15 procedures. The solicitation will be synopsized for 15 days, posted to the DLA Internet Bid Board System for a minimum of 30 days, and dealers will be solicited. A copy of the previous justification from contract SPE7MC25F0037 is attached. Contracting Officer Helen B. Davis approved this J&A on August 24, 2026; approval authority is the Contracting Officer for acquisitions up to $10,000,000.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

FAR 6.103-1 (ONE OR LIMITED NUMBER OF RESPONSIBLE SOURCES)

SOLICITATION NO.: SPE7M426R0077 (NON-LTC)

DLA Land & Maritime Justification for Other Than Full & Open Competition (February 2025)

4. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1.

5. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on the supported end item or weapon system. The acquisition is restricted to the following source(s) of supply, which are the only source(s) known to have the capability of furnishing the required supplies and the only source(s) currently approved by the design control activity.

CAGE COMPANIES NAMES / BS SIZES / PART NUBER

86090 EATON CORPORATION - large BS P/N 43401

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:

[X] AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[X] AMSC D. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. AMCS 3, 4, or 5 are valid.

Procurement from approved source. Technical data will not be available at the time of this solicitation. Alternate Offers may not receive consideration for current procurement due to lengthy process for ESA evaluation and timeframe required to meet replacement schedule.

[X] On 8/11/2026, the Product Specialist of record certified the accuracy of the approved source and applicable AMC/AMSC codes. A copy of the certificate is attached.

[ ] This is a US Navy (or) Air Force designated Critical Safety Item (CSI).

6. The following efforts are being made to ensure that offers are solicited from as many sources as practicable:

[X] The acquisition will be synopsized for a period of 15 days.

[X] Dealers of the approved source(s) will be solicited.

[X] The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days.

[X] Other: Market research, see paragraph 8, below.

6. 7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.

A price analysis will be conducted based on a comparison of proposed prices received in response to the solicitation and/or a comparison of proposed prices to historical prices paid. Certified cost or pricing data, when required by FAR 15.403-3, and data other than certified cost or pricing data, will be requested and obtained as necessary to establish a fair and reasonable price, and a cost analysis may be performed on the data submitted.

8. Market Research/Efforts to Obtain Competition was conducted from 08/06/2026 to 08/14/2026:

10. The following actions are being taken to overcome barriers to competition before any subsequent acquisition is made:

[X] The solicitation contains DLAD Procurement Note, L04 Offers for Part Numbered Items, which describes the process of submitting an alternate offer on the current procurement and requesting evaluation of an alternate product’s technical acceptability for future procurements of the same item. (All AMSC codes EXCEPT AMSC B)

[ ] The solicitation contains DLAD Procurement Note, L22 Restriction of Alternate Offers for Source Controlled Items, which advises Offerors who are interested in qualifying their product for purposes of future acquisitions that they must contact the design control activity specified on the source control drawing. (AMSC B only)

DLA Weapons Support (Columbus) encourages vendors that may be interested in becoming an approved source, even if there is not an active solicitation, to contact the DLA Weapons Support (Columbus) Source Approval Monitor at DSCCAO-SAR@dla.mil for additional information on the steps required to submit a Source Approval Request Package for evaluation.
