3. Description of Services or Supplies: This requirement is for Local Reference Laboratory Testing for Emergency Room and Intensive Care Unit Patients. These tests are needed for STAT (<1 hour) and ASAP (<2 hour). Additionally, test such as procalcitonin with are needed much faster.
4. Authority:
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited:
This requirement is for Laboratory Testing for Emergency Room and Intensive Care Unit Patients. These tests are needed for STAT (<1 hour) and ASAP (<2 hour).
Additionally, test such as procalcitonin with are needed much faster. Memorial Hospital System is the only vendor within 11 miles from Evans Army Community Hospital (EACH), Fort Carson, CO.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at 5.202.

7. Market Research: Market research revealed there are more than one source capable of performing the requirement. However, due to the urgency of the request tests and delivery time needed for patients in the emergency and intensive care units, they are not feasible to expect any source other than Memorial Health System to perform this requirement within the timelines required in each test required.
This contract is primarily for STAT (<l hr.) and ASAP(< 2 hr.) reference tests from Emergency Room & Intensive Care Unit patients. Additionally, tests such as procalcitonin reference tests are needed much faster results than the routine testing from Lab Corp services.

Given the necessity of meeting the primary requirements of Procalcitonin, STAT, and ASAP testing, (University of Colorado - Memorial Hospital-Central, 1400 E. Boulder St, Colorado Springs, CO) is the nearest facility to transport, complete, and result patient results within the limited timeframe.
8. Other Facts: Previous this was procured through W81K00-19-P-0444 with Memorial Health System with no issues. Contract was found to be beneficial to the government. A Notice of Intent was posted 5-12 Jul 2022. Three (3) vendors responded but did not have a local lab within the requested distance for the limited timeframe of Evans Army Community Hospital.
