About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.103-1) prepared by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPE7LX26R0073. The acquisition involves a battery box (NSN: 6160015213064, Part Number: 987-6641-001) procured on a firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) contract basis. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on supported end items or weapon systems. The sole approved source is Moldtronics Inc. (CAGE 25435), a small business that retains unique design capability, engineering skills, and manufacturing knowledge essential to maintaining part quality. The acquisition is justified under 10 U.S.C. 3204(a)(1), using Approved Manufacturer Code (AMC) 3 (acquire for the second or subsequent time directly from the manufacturer) and Approved Manufacturer Source Code (AMSC) C, which requires engineering source approval by the design control activity.
The Government conducted extensive market research to ensure competition was solicited from as many sources as practicable, including posting a Sources Sought Notice on SAM.gov on April 24, 2026 for five business days and conducting a market survey from April 23-30, 2026. Six vendors responded to the market research inquiry: Moldtronics Inc., Seahorse Defense Supply LLC (WOSB), Cribprocure Inc., Midway Industrial, Northern Purchase Services LLC, and Empire Avionics Corp. Additionally, ten other vendors were identified through general internet search. The solicitation will be synopsized for 15 days, dealers of the approved source will be solicited, and the solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days. The Contracting Officer (Daniel Lucas Howser) certified the justification on May 19, 2026. The Government will conduct price analysis based on proposed prices and historical pricing data, with certified cost or pricing data obtained as necessary to establish fair and reasonable pricing.
