About this file

This is a Justification and Approval (J&A) document for a sole-source contract modification issued by United States Transportation Command (USTRANSCOM), Directorate of Acquisition, IT Programs & Support Services Division.

The document justifies the award of a sole-source modification to extend task order HTC71121FD055 to General Dynamics Information Technology, Inc. (GDIT) under the GSA Alliant 2 Governmentwide Acquisition Contract. The modification provides a six-month bridge action from April 1, 2026 through September 30, 2026, consisting of a four-month base period and two one-month option periods, to maintain continuity of critical Joint Operation Planning and Execution System (JOPES) and Transportation Visualizer (TransViz) functional management support services. The current task order expires on March 31, 2026 after full utilization of available extension options. The services include managing user accounts, conducting user training, resolving system data errors, and providing liaison support between USTRANSCOM and mission partners. The justification cites 10 U.S.C. 3204(a)(2), Unusual and Compelling Urgency, as the statutory authority for bypassing full and open competition. The unusual urgency is driven by a post-award protest on the follow-on competitive award, which will not be resolved before the current task order expires, creating an unavoidable gap in mission-essential services. GDIT is the only source capable of providing uninterrupted service due to its unique institutional knowledge, security clearances, and specialized system expertise. The Contracting Officer will determine that the final negotiated price is fair and reasonable through price analysis comparing the incumbent's proposed price to historical pricing under the current task order and recently evaluated pricing for the protested follow-on competitive award.

JUSTIFICATION AND APPROVAL (J&A)

FOR OTHER THAN FULL AND OPEN COMPETITION

JOINT OPERATION PLANNING AND EXECUTION SYSTEM (JOPES) AND

TRANSPORTATION VISUALIZER (TRANSVIZ) FUNCTIONAL MANAGEMENT

CONTROL NUMBER 26-34

1. CONTRACTING ACTIVITY:

United States Transp01tation Command (USTRANSCOM), Directorate of Acquisition, IT Programs & Suppoit Seivices Division (TCAQ-D), 508 Scott Drive, Scott Air Force Base, IL 62225.

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED:

The proposed action is the award of a sole-source modification to extend task order HTC71121FD055.

This modification will prevent a lapse in ciitical JOPES and Trans Viz Functional Management suppoit due to a protest on the follow-on competitive award. The cunent task order expires on 31 March 2026.

This extension will be for a six-month peiiod of perfoimance, consisting of a four-month base peiiod and two one-month option peiiods, to provide continued services until the protest is resolved and the follow-on award can proceed. This action is a logical follow-on and continuation of the same seivices CUITently being perfoimed.

3. DESCRIPTION OF SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS:

The JOPES and Trans Viz Functional Mana ement contract delivers critical o erational assistance for USTRANSCOM's

To accomp IS t IS fillSSion, e contractor pertoims aI y ct10na uties, w c me ude managing user accounts, conducting user training, resolving system data eirnrs, and acting as a key liaison between USTRANSCOM and its mission paitners. This comprehensive assistance gives joint planners what they need to analyze infoimation, evaluate courses of action, and achieve viable transportation solutions for the warfighter.

The estimated total value of this six-month biidge action is The period ofpeifoimance will be from 1 April 2026 through 30 September 2026, consistinonth base period (1 Apiil 2026

- 31 July 2026) and two one-month option peiiods (1 August 2026 - 31 August 2026 and 1 September 2026 - 30 September 2026).

These seivices are CUITently being perfoimed by General Dynamics lnfoimation Technology, Inc.

(GDIT). These seivices were awarded as a competitive task order, HTC71121FD055, under the General Services Administration (GSA) Alliant 2 Govemmentwide Acquisition Contract. The task order's original period of peiformance ended on 30 September 2025. The Government subsequently utilized the full six months available under Federal Acquisition Regulation (FAR) 52.217-8, Option to Extend Services, through two separate extensions. The task order is now set to expire on 31 March 2026. This bridge action is necessaiy to maintain continuity of these critical seivices without intem1ption until the protest on the follow-on award is resolved.

5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REQUIRES USING

THE AUTHORITY CITED.

The cun ent task order, HTC71 121FD055, will expire on 31 March 2026, after the full utilization of all extension options available under FAR 52.217-8. A post-award protest has been filed against the follow on competitive award, and a decision will not be rendered before the cmTent task order expires. The Government cannot execute a competitive b1idge action before 1 Ap1il 2026 due to the time required for solicitation, evaluation, and award. This creates an unavoidable gap in se1vice for a mission-essential function. Any lapse in JOPES and Trans Viz Functional Management suppo1t would have direct and significant negative consequences on USTRANSCOM's ability to plan and execute its global mobility mission.

User Accounts & Trammg: New p anners ass1gne to wor on Operation Epic Fmy would not receive timely system access or required training, delaying their ability to paiticipate in joint operational planning.

* Liaison Suppo1t : The contractor acts as the key functional liaison between USTRANSCOM and its mission paitners. A se1vice gap would hinder their ability to coordinate movement plans with USTRANSCOM, leaving joint planners at other combatant commands and se1vice components without functional assistance.

llliil:eam Impacts.

GDIT has been pe1fo1ming these highly specialized se1vices and possesses the unique institutional knowledge, security cleai·ances, and system expertise required to provide unintenupted se1vice.

Transitioning to a new contractor for a sho1t-te1m b1idge would be impossible without creating

SOURCE SELECTION INFORMATION – See FAR 2.101 and 3.104 significant disruptions in the use of this important system due to the significant learning curve in bringing on a new unfamiliar contractor, causing unacceptable delays and mission risk as a new team attempts to learn the intricate processes of JOPES and TransViz functional support. GDIT is the only source capable of providing these critical services without a break in service during the protest period.

6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED

FROM AS MANY POTENTIAL SOURCES AS POSSIBLE.

A competitive solicitation for the follow-on requirement to this task order was issued, and an award was made. That award is now under protest, creating an urgent and compelling need for a bridge action to prevent a lapse in service.

In accordance with FAR 5.202(a)(2), the Government will not publicize this sole-source bridge modification. The unusual and compelling urgency of this requirement, driven by the protest and the impending expiration of the current task order on 31 March 2026, does not permit the time required to solicit offers from other sources.

Publicizing a competitive action for this short-term bridge would delay the award, resulting in an unacceptable interruption of the critical JOPES and TransViz functional management support services detailed in Section 4 of this justification. Therefore, this J&A authorizes a sole-source modification to the incumbent, GDIT, as they are the only source capable of providing these services without a break in performance.

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED

COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE.

The Contracting Officer will determine that the final negotiated price is fair and reasonable. The Government will conduct a price analysis in accordance with FAR 15.404-1(b)(2). This analysis will primarily consist of comparing the incumbent's proposed price for this bridge action to the historical pricing paid under the current task order and, most significantly, to the pricing recently evaluated for the protested follow-on competitive award, which was determined to be fair and reasonable.

8. THE REASON MARKET RESEARCH WAS NOT CONDUCTED.

Market research for this specific bridge modification was not conducted due to the unusual and compelling urgency detailed in Section 5. The Government is leveraging the recent and comprehensive market research conducted for the full and open competition of the follow-on award. That research confirmed the state of the market for these services.

The urgent need to have a contractual vehicle in place by 1 April 2026 to prevent a critical service gap does not permit the time to conduct a new, stand-alone market research effort for this short-term action.

9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION.

In addition to the unusual and compelling urgency, a transition to a different contractor for this short-term bridge period would introduce unacceptable mission risk.

The functional management of JOPES and TransViz requires deep, specialized knowledge of USTRANSCOM's specific operational procedures, data structures, and key mission partner relationships. The incumbent, GDIT, possesses this unique institutional knowledge and has the cleared tcbjorve Cross-Out tcbjorve Cross-Out

SOURCE SELECTION INFOR.\fATION - Stt FAR 2.101 and 3.104 personnel in place to continue perfonnance without disrnption.

A new contractor. regardless of capability, would face a learning cmve during the I 0-day transition pe1iod. This would diveJ.1 critical Government time to contractor oversight and could result in enors in JOPES/frans Viz services during a period of heightened global activity, including activities related to Operation Epic Fury. Executing a sole-source modification to the incmnbent is the only way to mitigate this transition 1isk and preserve operational continuity.

10. LISTING OF THE SOURCES, IF .Ai.~Y, THAT EXPRESSED AN INTEREST IN THE ACQ"t'ISITION.

Offers from other sources were not solicited for this bridge extension; however, competition for the follow-on was evident. The follow-on acquisition has been impacted by a protest involving Interlmage, Inc.

11. ACTIONS, IF .Ai.~Y, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITIO~ BEFORE ANY SUBSEQt:ENT ACQUISITION FOR THE

SERVICES REQUIRED.

The Government is fully committed to competition for this requirement. The need for this sole-source b1idge modification is driven solely by the unusual and compelling urgency created by a post-award protest.

The follow-on requirement for these services was solicited and awarded as a competitive action in accordance with FAR 8.4. Federal Supply Schech1les, under the GSA Multiple Award Schedule. Once the ament protest is resolved and any required actions are taken. all subsequent work for these services will be peifo1med rn1der that competitively awarded task order.

Therefore, no further actions are necessaiy to remove banieis to competition. as the banier is the tempora1y protest, and the agency's acquisition strategy for this requirement is competition.
