About this file
This is a Justification for Other Than Full and Open Competition document submitted under the authority of 10 U.S.C. § 3204(a)(1) for a sole source acquisition of an Impeller, Compressor Shaft.
The Defense Logistics Agency (DLA) Troop Support, Construction and Equipment (C&E) Supply Chain is procuring Johnson Controls Navy Systems Impeller, Compressor Shaft components (NSN 4130-01-469-6271, Part Numbers 364-48543-000 and 377-15863-001). The base quantity is 20 units with an option for 75 percent additional quantity (15 units). The justification asserts that only one responsible source exists for this requirement, as the replacement part technical data is proprietary to Johnson Controls Navy Systems and the Government does not possess unrestricted technical data rights. The next higher assembly (impellor assembly/rotating assembly kit) is unique due to the OEM's proprietary fluid flow design characteristics, and the customer does not have data rights to source the component from alternate vendors. The customer advised that different vendor designs cannot guarantee safe compressor operation. A Sources Sought Notice was published April 29, 2025 with a closing date of May 30, 2025, and was extended to June 6, 2025 after the quantity increased from 12 to 20 units on May 22, 2025. Johnson Controls Navy Systems and BHPE LLC expressed interest; only Johnson Controls Navy Systems responded to the sources sought notice. Market research was conducted with four potential suppliers and internet searches identified no comparable alternative manufacturers. The Contracting Officer (Jabari Martin) and Technical/Product Specialist (Omar Mieles) certified that the justification is accurate and complete.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
Under Authority of 10 U.S.C. § 3204(a)(1)
IMPELLER, COMPRESSOR SHAFT
requirement is proprietary and therefore, not available to the Government. In addition, a response directly from the customer for this Impellor, Compressor Shaft advised that the next higher assembly, the impellor assembly/rotating assembly kit, is unique due to the Original Equipment Manufacturer (OEM) proprietary design of the fluid flow characteristics. The customer does not have the data rights available to source this part from another vendor; Johnson Controls Navy Systems is the only source for this particular Impellor Compressor Shaft.
6. This requirement was published to Contract Opportunities in the System for Award Management website (SAM.gov) as required by FAR Overhaul 5.101. A Sources Sought Notice was issued on April 29, 2025 with a closing date of May 30, 2025. The quantity was increased from 12ea to 20ea on May 22, 2025 due to increasing backorders. The Sources Sought Notice was extended until June 6, 2025. Johnson Controls Navy Systems and BHPE LLC expressed interest in the proposed acquisition. Johnson Controls Navy Systems is the only vendor that responded to the sources sought notice. Furthermore, this justification will be made available for public inspection, with the solicitation, in accordance with FAR 6.301(b)(2).
7. As the Contracting Officer, I hereby determine that the estimated cost to the Government will be determined fair and reasonable based on a favorable analysis of certified cost or pricing data.
8. The Market Research Survey was sent to Johnson Controls Navy Systems (66935), Quality Refrigeration Company Inc (1J7V9), SIT Corporation (1MQB3) and Kampi Components(7Z016). An internet search was conducted to see if additional sources for this NSN were available. Based on the internet search, no additional manufacturers of comparable Impellor, Compression Shaft were found.
9. There are no other facts supporting the use of other than full and open competition.
10. Johnson Controls Navy Systems and BHPE LLC expressed interest in the proposed acquisition.
11. Efforts were made to increase competition by contacting the Navy ESA for alternative sources prior to this procurement. However, due to delays in response times from the ESA (beyond the expected 90 days and extending into 2026) workaround strategies were required and the customer was therefore contacted for additional support. The customer for this Impeller Compressor Shaft advised that they do not have the data rights available to source this component from another vendor, nor are they assured that a different vendor or design would guarantee safe compressor operation. Any alternate offers submitted in response to the proposed procurement will be reviewed by the product specialist and referred to the ESA for evaluation.
