About this file

This is a Justification and Approval (J&A) document for other than full and open competition under FAR Part 6, Control Number SMC-J&A25-2067.

The U.S. Army Contracting Command-Redstone Arsenal (ACC-RSA) seeks to extend the ordering period by six months on the existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract W31P4Q-22-D-0004 with Northrop Grumman Systems Corporation (NGSC) for the Integrated Fires Mission Command (IFMC) Integrated Battle Command System (IBCS). The current contract, awarded on 23 December 2021 under full and open competition, has a ceiling value of $1,389,325,477.56 with a final ordering period ending 22 December 2026. The requested extension extends the ordering period to 30 June 2027 and requires a ceiling increase of approximately $[redacted] to support Low-Rate Initial Production (LRIP), Full Rate Production (FRP), and associated support efforts. The contract requires procurement and delivery of Major End Items (MEIs) comprising the IBCS system, including the Engagement Operations Center, Integrated Collaborative Environment, and Integrated Fire Control Network Relay, along with firmware updates, engineering changes, hardware and software modifications, integration, testing, laboratory support, and delivery of an updated Level III Technical Data Package.

The justification for sole-source award is based on the requirement for delivery and fielding schedules that cannot be compressed without incurring unacceptable 24+ month delays and production line gaps. A Sources Sought notice posted on SAM.gov on 23 August 2024 generated nine responses, but only NGSC currently possesses the necessary laboratory, test, production, and integration facilities to maintain delivery schedules and maintain IBCS continuity. The document notes that while sufficient competitive interest exists for a follow-on FY27 contract once the updated Technical Data Package is delivered, no other vendors can meet the immediate delivery timeline. The procurement strategy plans a competitive award for the follow-on production contract in FY27. Fair and reasonable pricing will be determined through audit/field pricing assistance, technical evaluation, cost and price analysis, certified cost and pricing data, and comparison to an Independent Government Estimate at the task/delivery order level.

Control Number: SMC-J&A25-2067 the research concluded that commercial items, commercial items with customary or minor modifications, or non-developmental items, could not meet this requirement. This is a military unique item.

9. Interested Sources: A Sources Sought was posted via SAM.gov on 23 August 2024 under notice ID SS_RFI_FRP_08232024 for 15 business days, seeking sources capable of developing, producing, updating, delivering and fielding IBCS MEI’s and delivering the updated Level III TDP other than NGSC. Respondents to the RFI, aside from NGSC, are discussed in paragraph 7(a) above. To date, no other, potential sources have written to express interest.

In accordance with FAR Subpart 5.2, notice of this J&A will be published, and all expressions of interest will be given due consideration. However, based on current market research, only NGSC is capable of meeting the Government’s immediate requirements. NGSC is the sole source able to maintain the without incurring production line gaps or downtime. While sufficient interest exists to support competition for a follow-on effort once the Technical Data Packages are delivered, no respondents demonstrated the ability to meet the delivery timeline under the current contract.

10. Other Factors: Other factors supporting the use of other than full and open competition are as follows:

a. Procurement History:

Contract Number Award Date Description of

Action Contract Value Competitive Status

W31P4Q-08-C-0418 23 Sep 2008 EMD $1,611,053,201.03 Full & Open

W31P4Q-22-D-0004 23 Dec 2021 LRIP/FRP $1,389,325,477.56 Full & Open

1) The current IDIQ contract W31P4Q-22-D-0004 for LRIP/FRP was competitively awarded. The anticipated follow-on production contract is planned to be competitively awarded in FY27.

2) NGSC is the only source right now that can maintain the current without experiencing any production line gaps and downtime.

3) No unusual pattern has been revealed by history.
