Due to circumstances described herein, the activity requests authority to purchase electronic access to the Hiveclass subscription from Hive Class Inc., using Other Than Full and Open Competition as prescribed by AFFARS 5313.501-10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901) and 13.501(a)(Sole source acquisitions). This individual action will result in the award of a new firm fixed-priced contract. The base subscription period of performance will run from 30 September 2022 to 29 September 2023 with one (1) option year, extending the contract through 29 September 2024. The DoD Libraries has a requirement for a subscription database providing access to digital online youth sport training content to meet mission needs.

As outlined in DoDI 1015.10, Military Morale, Welfare, and Recreation Programs, the Department of Defense (DoD) Libraries will provide information resources and services required to accomplish the mission of the Library and Information Services Program. The Library and Information Services Program consists of libraries that support readiness, the military mission, quality of life, voluntary education, professional and technical education and training, lifelong learning, transition and career assistance, and the leisure needs of military communities. DoD Libraries support military personnel assigned to contingency operations, remote sites, and military missions. The DoD Library Consortium exists to create partnerships among the libraries within the various services of the DoD and they cooperatively acquire materials that are made available to military and civilian employees across the DoD. These resources related to various overarching goals of the DoD such as professional, recreation, physical wellness, emotional resiliency, and educational pursuits.

To effectively implement mission needs, DoD Libraries provide educational and recreational materials to library users focusing on youth sports training and physical education. These materials for personal development provided by the DoD Libraries meet educational, quality of life and leisure needs of the DoD Library users and as stipulated by DoDI 1015.10. To adequately provide these services, the DoD Libraries require a subscription database which provides remote online access to an extensive digital multimedia encyclopedia of youth sports training across a minimum of 8 sports. Access to information needs to be seamless, and must be available through the various military information portals and interfaces.

Hive Class Inc provides access to the Hiveclass subscription, a digital encyclopedia for youth sports training which enables families to access quality instruction remotely, across a wide range of sports. Access to the Hiveclass web-based platform consists of a database of more than 800 Hiveclass produced videos, regularly being updated with new videos, and are accessible via web-browser and the Hiveclass app. Currently, Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items

Hiveclass offers skill videos for nine sports with the potential for additional ones to be added in the future.

Using active screen-time, Hiveclass meets youth where they are and motivate them to find enjoyment in physical activity. The course player is interactive which allows for progress to be tracked, offers quizzes to access retention provides in-depth movement skills, technique, and challenges. The instructional database is designed by top physical educators which utilize a scaffolded approach to skill progression for a more streamlined and efficient training experience. The subscription is able to be integrated through the Library's existing website for single sign on capability, regular reporting on user account data, and optional community features for library personnel to share resources. Furthermore, the Hiveclass product is available in both Spanish, English, and provides close captioning for hard of hearing.

Hive Class Inc. is the only known provider of the Hiveclass subscription. Hiveclass is a unique resource and vital to the ongoing mission of the DoD libraries detailed in Section III. The ability of Hiveclass to offer content and a platform for training in youth sports provides a valuable resource to DoD Library users and their families. Based on market research, the range of digital and interactive multimedia youth training is not known to be available or offered with comparable capabilities at a comparable or similar cost. Without this acquisition, the DoD Libraries' mission to provide military members and DoD civilians with educational and recreational materials focusing on youth sports training and personal development to meet quality of life and leisure needs would seriously be harmed or delayed.
