About this file

This is a Justification and Approval (J&A) document for a sole source contract award submitted by the Defense Health Agency (DHA), Enterprise Medical Services – Contracting Division (EMS-CD).

DHA requests approval to award a new firm-fixed-price contract on a sole source basis for Dolphin Imaging Software (SW) support maintenance in support of the Army, Air Force, and Navy. This is a reprocurement of an expiring Dolphin Imaging Software support maintenance contract. The requirement is for Dolphin Imaging Software support maintenance, which enables authorized users to view, retrieve, and manipulate medical images and reports from desktop computers or clinical workstations. The software serves as the Program of Record (POR) for Oral and Maxillofacial Surgery (OMFS) across Military Treatment Facilities (MTFs). The contract covers the period of October 1, 2026 through September 30, 2027 for the base period, plus four one-year option periods extending through September 30, 2031. FY27 Operations & Maintenance (O&M) funding will be used. The total estimated contract value (including all options) is redacted but identified as O&M type funding. Services include yearly support with software upgrades, unlimited 24/7 toll-free telephone support, live chat support via approved B2B connections, and email support.

The sole source justification is based on 10 U.S.C. 3204(a)(1) – RFO 6.103-1(d), citing that only one responsible source can satisfy agency requirements. Market research conducted on June 16, 2026, by the requiring activity through federal purchasing portals (Department of War Enterprise Software Initiative, GSA, and NASA SEWP), and broader market research on June 17, 2026, determined no suitable alternatives exist. The primary barrier to competition is the licensing and support model established by the Original Equipment Manufacturer (OEM), which limits interchangeable solutions. Transitioning to an alternative product would require substantial unplanned funding, new product integration into DHA enterprise architecture, complete risk assessment, and additional deployment expenses. This is not a new requirement; the previous action was not competed. No sources have expressed interest to date. The contracting officer determined the anticipated cost is fair and reasonable under FAR 16.505(b)(2)(ii)(B)(5), using techniques at FAR 15.404-1(b)(2), with Certified Cost or Pricing Data exemption under FAR 15.403-1(b)(3). The J&A was approved by the Contracting Officer (EMS-CD) in October 2024.

Imaging and Management Solutions provides high-quality imaging, diagnostic, and case presentation software for dental specialty professionals worldwide. Dolphin products tightly integrate with digital x-rays, units, cone-beam computed tomography systems, telephonic solutions and web-enabled applications and are compatible with the latest operation systems and computers. This product allows the users access to the Dolphin Imaging System that is used as the analysis and treatment planning system for all orthodontic and OMFS locations at Military Treatment Facilities (MTF)s. The software service and product will provide:

- Ability to seamlessly acquire, view, print, and store images in the Department of War (DoW) health care facilities in the Hospital/Army Dental Centers area of responsibility.

- Provide yearly support for all sites to include all upgrades to existing software.

- Support via Telephone: provide unlimited, toll-free telephone support 24 hours a day, 7 days a week.

- Support via Live Chat: Connect directly with a support representative via approved B2B connection and instant messaging technology.

- Support via Email

Markert Research shows there is no other products that is sufficient when compared to the features, both proprietary and non-proprietary, compatibility, and price. If this particular product cannot be acquired it will cause a work stoppage across MTFs without orthodontic and dental to effectively capture, organize and present image records.

6. Efforts to Obtain Competition: Market research conducted on June 16, 2026, determined that only can provide Dolphin Imaging Software. At this time, no effort will be made to obtain competition, as is the only source able to provide the products/services required for this action.

7. Actions to Increase Competition/Remove or Overcome any Barriers to Competition: DHA Lifecycle Management remains committed to promoting full and open competition for future procurement actions. This requirement was previously released for open competition; however, the range of viable alternatives is significantly constrained due to the current product’s enterprise-wide existence. Transitioning to a different solution at this time would require substantial unplanned funding to procure a new product and perform the engineering work necessary to integrate it into the DHA enterprise architecture. Any alternative product would also require a complete risk assessment, resulting in additional unbudgeted cost and schedule impacts. Moreover, implementation of a replacement product would introduce new deployment expenses that are not incurred under the current maintenance renewal structure. The primary barrier to achieving full and open competition is the licensing and support model established by the Original Equipment Manufacturer (OEM), which limits the availability of interchangeable solutions without significant

operational and financial disruption. DHA Lifecycle Management will continue to monitor the marketplace and assess potential alternatives to determine whether future changes in requirements or industry offerings may enable a competitive procurement.

8. Market Research: In accordance with FAR Part 10, market research was conducted on June 16, 2026, by the requiring activity, by researching federal purchasing portals, like the Department of War Enterprise Software Initiative (DoW ESI), General Services Administration (GSA), and NASA SEWP. On June 17, 2026, broader market research was conducted by the contracting activity to assess the market and no suitable alternatives were found. The requested contract will be awarded on a sole source basis to At this time, no efforts were made to solicit from multiple offerors, since this capability cannot be provided by any other vendor.
