About this file
This Justification and Approval (J&A) document is for a sole source contract for Emergency Medical Technician (EMT) Certifications for the Defense Health Agency (DHA) Medical Education and Training Campus (METC). The contract will be awarded to a single source for a base period of 12 months from October 1, 2025 to September 30, 2026, with four additional 12-month option periods through September 30, 2030. A six-month extension period is also included. The total estimated value is redacted, and the contract will be funded through Operations & Maintenance funding.
The sole source justification is based on market research indicating that no other contractor can provide the required national EMT registration for military emergency medical technicians. The requirement stems from a 1986 Department of Defense Directive mandating that all Emergency Medical Services personnel have current Basic Life Support certification and EMT-A certification. The government conducted market research and published a Notice of Intent on SAM.gov for 15 days, receiving no alternative responses. EMTs will provide out-of-hospital emergency medical care and transportation, functioning as a critical link between emergency scenes and the healthcare system for military students.

Control Number: FY25-0375
Justification and Approval (J&A) Modified for Federal Acquisition Regulation (FAR) 13.501
1. Identification of the Agency and Contracting Activity: The Requiring Activity is the Defense Health Agency (DHA) Medical Education and Training Campus (METC) located in Joint Base San Antonio (JBSA) – Fort Sam Houston, Texas. The contracting activity is the Professional Services Contracting Division (PS-CD), 7700 Arlington Blvd, Falls Church, VA 22042.
2. Nature and/or Description of Action being Approved: This justification requests authority to procure a sole source contract for Emergency Medical Technician (EMT) Certifications provided by XXXXXX for military students in support of the METC training mission. The resultant contract award will have a contract type of Firm-Fixed Price (FFP). This is an individual J&A Modified for FAR 13.501.
3. Description of Supplies/Services and Estimated Value: This requirement is for the EMT Certification for DHA/METC through XXXXXX. The EMT certification process meets the U.S. Department of Defense (DoD) Directive No. 6000.10 on "Emergency Medical Services" (EMS), which stated, "All EMS health care personnel working in an emergency care area shall have current certification in Basic Life Support. Technicians or hospital corpsman working in the EMS and/or assigned to ambulance duty shall have a minimum of EMT-A certification from the XXXXXX." In 1989, all the branches of the U.S. military began to comply with the DoD Directive No. 6000.10 - requiring National Registration for all EMTs serving in the military.
EMTs provide out of hospital emergency medical care and transportation for critical and emergent patients who access the EMS system. EMTs have the basic knowledge and skills necessary to stabilize and safely transport patients ranging from non-emergency and routine medical transports to life threatening emergencies. EMTs function as part of a comprehensive EMS response system, under medical oversight. EMTs perform interventions with the basic equipment typically found on an ambulance. EMTs are a critical link between the scene of an emergency and the health care system.
A FFP contract will be awarded to the contractor, XXXXXX. The Period of Performance will be for a one (1), twelve-month base period from 01 October 2025 to 30 September 2026 plus four
(4) twelve-month option periods beginning 1 October 2026 thru 30 September 2030. A six-month extension period under Federal Acquisition Regulation (FAR) 52.217-8, Option to Extend Services has been included to account for any delays in awarding the follow-on effort.

4. Statutory Authority Permitting Other Than Full and Open Competition: 41 United States Code 1901 as implemented in FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.
5. Rationale Justifying Use of Authority Cited: Market Research determined that there were neither small business contractors nor any other contractor other than XXXXXX capable of providing the EMT certification required to support this requirement. Furthermore, Market Research confirms that XXXXXX is the only responsible source that can satisfy the Government requirement, based on being the only vendor offering national EMT registration for all military emergency medical technicians.
6. Efforts to Obtain Competition: The Government utilized several methods to obtain competition for this effort. These efforts included (1) Notice of Intent (NOI), (2) review of mandatory sources, and (3) results of market research on prior contracts with similar scope. The NOI was published on 12 June 2025 in System for Award Management (SAM) for 15 days. No responses were received by the Government.
7. Actions to Increase Competition/Remove or Overcome any Barriers to Competition:
This requirement will not be synopsized in accordance FAR 5.202(a)(2). This action is excepted from competition using the “only one source” authority FAR 6.302-1(a)(2).
8. Market Research: In accordance with FAR Part 10, Market Research was conducted by the Government from 01 February 2025 to 09 July 2025. The Requiring Activity conducted market research by reviewing mandatory sources, internet searches, and reviewing results of market research from previously awarded with similar scope. Market research indicated that only one
(1) source, XXXXXX, could meet the requirements of the performance work statement.
Additionally, as identified in section 6 above, a NOI was posted to SAM.gov on 12 June 2025 for a total of 15 days and closed 27 June 2025. No responses were received by the Government to the posting on SAM.gov. The Requiring Activity concluded that only the services offered by XXXXXX could provide the requirements of the performance work statement.
