About this file

This document is a Justification and Approval (J&A) for a sole-source bridge contract for the Defense Health Agency (DHA), specifically the Pharmacy Operations Division (POD). The contract is with Guidehouse, Inc. for Health Plan Innovation Services (HPIS) Task 2, covering a one-year period from October 2025 to October 2026 with services including data-driven recommendations for TRICARE Pharmacy Contract (TPharm6), cost estimations, utilization volume projections, complex modeling, pharmacy and medical benefits coordination, and pharmacy benefit optimization.

The bridge action is intended to maintain continuity of services while DHA prepares a competitive 100% Small Business set-aside solicitation via GSA eBuy. Market research was conducted between January and June 2025, involving multiple Requests for Information that identified potential vendors. The current contract (HT9402-20-F-0010) expires on October 2, 2025, and has been competitively awarded. The sole-source justification stems from Guidehouse's existing operational infrastructure, knowledge, and ability to provide services without disruption, with the ultimate goal of supporting a small business competition for the follow-on contract.

4. Statutory Authority Permitting Other Than Full and Open Competition:

10 U.S.C 2304(c)(1) as implemented in FAR -1 – Only One Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements

5. Rationale Justifying Use of Authority Cited:

Guidehouse currently possesses the operational infrastructure and knowledge required for continued successful performance. Guidehouse personnel have the requisite knowledge and experience to provide the requested support services successfully while POD makes the necessary adjustments to the follow-on action to support Small Business participation and competition. Only Guidehouse can provide the continued services without a loss of efficiency and without duplication of effort and increased cost to the Government.

Efforts to Obtain Competition:

The follow-on HPIS requirement will be solicited as a 100% Small-Business set-aside via the General Services Administration (GSA) eBuy platform, under Multiple Award Schedule

, Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services.

This bridge action is to ensure that an appropriate response time is provided for all capable small business concerns to respond and that there is sufficient time to complete source selection without a gap in performance.

The synopsis of proposed contract action for this bridge was published on August 18, 2025, to SAM.gov under Notice ID PS-CD- -0201. The synopsis encouraged responsible sources to submit a capability statement, proposal, or quotation and notified industry of DHA’s intent to sole source this requirement. The synopsis closed on September 2, 2025, and four (4) responses were received. Of the four (4), only three (3) sources were found capable of performing the work: .

7. Actions to Increase Competition/Remove or Overcome any Barriers to Competition:

It is the intent of PS-CD to solicit the follow-on HPIS requirement as a 100% Small Business Set-Aside. Market research, as shown in Section 8 below, shows industry’s capability to perform the tasks required. This acquisition strategy reflects efforts shown to eliminate the agency’s need for any future bridge actions.

8. Market Research:

Market research was conducted from January 2025 to June 2025 utilizing the following methods:

Applying personal knowledge in procuring services of this type through the development of the and participation in source selection activities for the current task order.

Held meetings/discussions with GSA Market Research as a Service (MRAS) team.

Reviewed the results of recent market research for HPIS BPAs.

Four (4) vendors were identified as potential sources capable of fulfilling the requirement.

Notice of Intent PS-CD- -0201 was published to SAM.gov on August 18, 2025, and closed on September 2, 2025. Three (3) vendors were identified as potential sources capable of fulfilling the requirement.

9. Other Facts:

a. Procurement History:

(1) Is this a new requirement? No

(2) If 9.a.(1) is No, was the action just prior to this one competed? Yes, HT9402-20- F-0010 was competitively awarded to Guidehouse under Full and Open Competition on 4/3/2020 with the period of performance ending on 04/02/2025. FAR 52.217-8 was exercised bringing the ultimate completion date to 10/02/2025. HT9402-20-F- 0010 is part of the HPIS BPA which was awarded to seven (7) offerors.

(3) If 9.a.(2) is Yes, what has changed where this action cannot be competed? Short term bridge is necessary for continuity of services.

b. Additional Information: Efforts have been underway to award a follow-on contract on a competitive basis since early 2025. However, those efforts have been disrupted by a shift in contracting offices (from the Managed Care Division to the Professional Services Division) and numerous staffing changes on both the Contracting and Pharmacy side due to recent resignations and retirements. While the solicitation for a competitive award is well underway, the remaining time will no longer allow us to complete source selection in time to award a contract without a disruption in performance.

Source Selection Information - See FAR 2.101 and 3.104-4

As this will be solicited as a 100% Small Business set-aside, it is intended for and to be part of the solicitation notification list via GSA eBuy.
