About this file
This document is a Sole Source Justification (SSJ) for the United States Army Medical Research Acquisition Activity (USAMRAA) for the Armed Forces Medical Examiner System (AFMES). The requirement is for the relocation and installation of two Agilent Ultivo Triple Quad Mass Spectrometers, which must be performed by Agilent Technologies as the Original Equipment Manufacturer. The services include packing the equipment at Lackland Air Force Base, transportation to Dover Air Force Base, and installation in the Drug Forensic Toxicology (DFT) laboratory.
The justification emphasizes the critical nature of the AFMES DFT mission, which processes over 15,000 cases annually involving military autopsies, aircraft incidents, criminal investigations, and fitness-for-duty inquiries. Agilent is deemed the only vendor capable of ensuring the equipment's performance, calibration, and functionality are not compromised during relocation. The sole source procurement is justified by the potential disruption to military operations and national security if the equipment's validation and testing processes are interrupted. Market research was conducted in February 2025 using various techniques, including database queries and industry contacts, to validate the sole source determination.

3. Description of Services or Supplies and Estimated Value:
The Armed Forces Medical Examiner System (AFMES) requires relocation and installation of two (2) Agilent Ultivo Triple Quad Mass Spectrometers.
Total Value:
4. Authority:
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold, only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).
5. Reason for Authority Cited:
The requirement is for relocation service and installation contract for designated Agilent Technologies equipment located at Lackland Air Force Base. This contract must cover the packing at HQ AFDTL Lackland AFB, transportation to AFMES at Dover AFB, and the installation of the instruments in the DFT laboratory at Dover AFB. Agilent Technologies is the Original Equipment Manufacturer and the only vendor capable of providing packing and installation services, in order to ensure the equipment’s performance, calibration, and functionality are not compromised. Failure to award this requirement to Agilent Technologies could invalidate current standardized analytical drug testing procedures and would result in numerous man-hours being used to correct any deficiencies. The method validation process would take weeks to months to complete and during this time the DFT would not be able to report any case results. This type of stoppage would be detrimental to all military contributors worldwide and delay the release of death certificates, testing results for ground flight crews involved in mishaps, and delay all criminal and fit for duty investigations. Failure to award this contract immediately could lead to suspended laboratory testing which impacts missions throughout the DoD.
A Sole Source requirement is essential for AFMES DFT to maintain operation capabilities. The AFMES DFT mission provides toxicological examination for military autopsies, aircraft incidents, criminal investigations (including drug-facilitated sexual assaults and DUI/DWI), fitness-for-duty inquiries, and selected cases of national interest. Each year the DFT processes more than 15,000 cases, many of which directly affect operational readiness and/or national security. The results obtained from these instruments require exacting accuracy and precision.
Agilent, the Original Equipment Manufacturer (OEM) has the direct expertise to insure the high reliability in operation and reporting. OEM field service representatives are directly trained and updated on new procedures and packing, transportation and reinstallation completed by the OEM preserves current existing Warranties for the equipment. Due to the nature of our mission and the exactness required in performing various drug screening/testing procedures, it is imperative that

Agilent Technologies be awarded this contract to ensure the instrument’s performance, calibration, and functionality are not compromised during relocation and installation services.
Agilent Technologies currently provides services on contract , but relocation services are not included. These services will save the Department of Defense (DoD) and the Drug Demand Reduction Program (DDRP) the cost of purchasing new Ultivo Triple Quad Mass Spectrometers for AFMES. The estimated cost savings will be
