About this file

This document is a Justification and Approval for Other than Full and Open Competition under FAR Part 6. The U.S. Army Contracting Command-Redstone is requesting approval to award a new firm-fixed-price contract to New Vision, Inc. for a one-year period of performance. The contract will provide the following products and services: NV Windchill Integration Framework for ThingWorx, NV PDF Framework for ThingWorx, and NV Application Support. The total value of the requirement is undisclosed. The justification cites FAR 6.302-1(a)(2) - only one responsible source can meet the agency's requirements. New Vision's authoring software is the only solution that supports the DEVCOM AvMC/AMCOM tech loop process. Market research was conducted, but no other viable alternatives were identified. The Government will publish notices as required, and will consider any proposals received. A fair and reasonable cost determination has been made by the Contracting Officer.

Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: U.S. Army Contracting Command-Redstone (CCAM-MZB-B, Modernization Directorate), Redstone Arsenal, AL 35898-5000

2. Description of Action: The Technical Data Management Division, Systems Readiness Directorate, U.S. Army Futures Command, Combat Capabilities Development Command, Aviation and Missile Center requests approval to award a new firm-fixed-price contract for a one-year period of performance with New Vision. The Government projects award for 29 September 2024 utilizing Research, Development, Test & Evaluation funds.

3. Description of Supplies/Services: The TDMD has an ongoing requirement to support the DEVCOM AvMC Product Lifecycle Management (PLM) system that provides Center-Wide engineering data management support for various R&D efforts. The resources being requested will allow for content management and provides guidance design to maximize the value of our products and data. If this is not procured, the Government will no longer be able to support customer requirements as it pertains to the review, analysis, and collaboration related technical documentation without significant rise in lead-time.

Total Value:

4. Authority Cited: This justification meets the requirements of FAR 6.302-1(a)(2) – This item is available from only one responsible source and no other type of supply will satisfy agency requirements.

5. Reason for Authority Cited: New Vision authoring software provides users with industry leading tools to create technical content that can be reused across all channels

CUI//SP-SSEL

(Source Selection Information - See FAR 2.101 and 3.104-4) of product and technical documentation. New Vision, Inc. is the only provider of this software tool that supports the DEVCOM AvMC/AMCOM tech loop process. No other company can provide the same tool with the same capabilities that works with existing software and DEVCOM AvMC/AMCOM processes. If these products are not procured, the Government will no longer be able to support customer requirements as it pertains to the review, analysis, and collaboration related technical documentation without significant rise in lead-time.

6. Efforts to Obtain Competition: In April 2024 Market research was conducted on two software packages with similar offerings as the New Vision (NV) framework: SF Extensions for Navigate authored and sold by: Software Factory, Munich, Germany & Windchill Extension Center, authored and sold by TriStar CAD & PLM Solutions, Phoenix, AZ. Both pieces of software advertise providing similar capabilities as the NV frameworks. However, they were both ruled out as viable options due to the following reasons: none of their current offerings are one to one match with existing functionality and features; their extensions are proprietary in nature and not customizable by SRD developers; none of the existing code base could be re-used.

7. Actions to Increase Competition: In the future, any new developments in this technology area will be evaluated to determine whether the requirement can be procured under full and open competition.

8. Market Research: ELA and ESI were reviewed with no findings. A Request for Quote (RFQ) #485693 was submitted through CHESS Vehicle ITES-SW2 (28 vendors) in March 2024 with no response. GSA RFQ #1693775 was submitted to 7 vendors in May 2024, also with no response. A CHESS Statement of Nonavailability #216807074 was received 23 May 2024.

9. Interested Sources: To date, no other sources have written to express an interest.

The notices required by FAR 5.201 shall be published and any proposals received shall receive due consideration in accordance with regulatory guidelines.

10. Other Facts: Procurement history.
