About this file
This document is a justification for a sole source award of a firm-fixed-price contract for New Vision ThingWorx software. The U.S. Army Contracting Command-Redstone plans to award a one-year contract in September 2023 utilizing Fiscal Year 2023 Operations Maintenance Appropriations. The Systems Readiness Directorate of the DEVCOM Aviation & Missile Center requires continued annual subscription software services for the ThingWorx tool to support their Product Lifecycle Management system providing Center-wide engineering data management for various research and development efforts. Specifically, the ThingWorx software provides an enhanced user interface and simplified capabilities for contract deliverable review and processing over the currently utilized Windchill system. Market research found no equivalent commercially available products that are compatible with the required Windchill integration framework.

Justification Review Document for Other than Full and Open Competition - FAR Part 6
Program/Equipment: The Systems Readiness Directorate (SRD) of DEVCOM AvMC has an ongoing requirement to support the Development Command (DEVCOM) Aviation & Missile Center (AvMC) Product Lifecycle Management (PLM) system which provides Center-Wide engineering data management support for various R&D efforts.
For this purpose, continued annual subscription software service is required for the Thingworx software tool.
Authority: This justification meets the requirements of FAR 6.302-1(a)(2) – This item is available from only one responsible source and no other type of supply will satisfy agency requirements.
Amount: Total estimated value is
Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: U.S. Army Contracting Command-Redstone, ATTN: CCAM- MZB-B, Modernization Directorate, Redstone Arsenal, AL 35898-5000.
2. Description of Action: Request to award a firm-fixed-price contract for a one-year period of performance for New Vision ThingWorx software. The Government projects award in September 2023 utilizing Fiscal Year (FY) 2023 Operations Maintenance Appropriations (OMA).
3. Description of Supplies/Services: The Technical Data Management Division of the Systems Readiness Directorate has an ongoing requirement to support the DEVCOM AvMC Product Lifecycle Management (PLM) system that provides Center-Wide engineering data management support for various R&D efforts. The software tool by Thingworx provides SRD with the enhanced capability and a simplified user interface (UI) for CDRL processing. The products allow for the display and update of Windchill data in a customizable application that resides in ThingWorx. The application provides a contract deliverable (CDRL) review and the creation of change requests which features that allow for ease of contractual requirements needed by the end user and project management office customers.
Technical Requirements for Software:
User-friendly front end interface that is able to access existing data from Windchill
Ability to provide contract deliverable (CDRL) review capability Ability to create change requests and COR/KO letters
4. Authority Cited: This justification meets the requirements of FAR 6.302-1(a)(2) – This item is available from only one responsible source and no other type of supply will satisfy agency requirements.
5. Reason for Authority Cited: The software tool by Thingworx provides users with industry leading tools to create technical content that can be reused across all channels of product and technical documentation. New Vision is the only provider of this software tool that supports the DEVCOM AvMC/AMCOM tech loop process. The software tools provided by New Vision are needed in order to be able to provide PEO Aviation customers enhanced capability and a simplified user interface (UI) for CDRL processing as compared to what is available in Windchill. The Windchill Integration Framework for ThingWorx is a proprietary Application Programming Interface (API) that allows data to be pulled from Windchill and displayed in a more user-friendly graphical user interface (GUI). The software tools provided by New Vision allows developers to more easily develop data interfaces between Windchill and ThingWorx without having to know the full Windchill programming language. The Windchill Integration framework for Thingworx allows PDFs to be easily generated from ThingWorx without a lot of complex coding.
Due to its ease of use, developers can produce more work in less time, resulting in reduced costs to the customer in comparison to staffing at levels required without the product. As Windchill is the Product Lifecycle Management (PLM) tool chosen by both PEO Missiles & Space & PEO Aviation to be the data repository in their Digital Engineering (DE) initiatives, any application used to enhance the end-user experience must be compatible with Windchill. For the past several years, the product has been used to build a CDRL application to support all of PEO Aviation. That application allows for end-users who are not Windchill-savvy to be able to participate in the process with little training. This software also allows the application to have features that are not available in Windchill such as contracting officer letter generation, 1423 generation and comment collation – while storing the CDRL data in Windchill as the source of record. If these licenses are not procured, AvMC SRD will not be able to meet their current customer requirement and will have to use a less efficient system for CDRL processing.
6. Efforts to Obtain Competition:
a. Effective Competition. Market research was conducted to determine if any other products were commercially available that were compatible with or equivalents of the required framework that has been in place at SRD for several years. This research was conducted using Google searches. Two software packages were identified that appear to have similar offerings as the required framework: SF Extensions for Navigate & Windchill Extension Center. Both pieces of software advertise providing similar capabilities as the NV frameworks. However, they were both ruled out as viable options due to the following reasons: none of their current offerings are one to one match with existing functionality and features; their extensions are proprietary in nature and not customizable by SRD developers; none of the existing code base could be re-used. https://www.sf.com/products/product-lifecycle-management/navigate/?lang=en https://windchill-extensions.ptc.com/#(grid|filter)=.WIND120;
b. Subcontracting competition. There is no subcontracting competition for this requirement.
c. No approved reseller per email verification.
7. Actions to Increase Competition: In the future, any new developments in this technology area will be evaluated to determine whether the requirement can be
