Justification Review Document for Other than Full and Open Competition - FAR Part 6
Program/Equipment: The Systems Readiness Directorate (SRD) of the Aviation and Missile Center (AvMC), DEVCOM, Redstone Arsenal, Alabama, has a requirement to purchase Total Parts Plus Tool Subscription Software Maintenance License.

Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: U.S. Army Contracting Command-Redstone, ATTN: CCAM- MZB-B, Modernization Directorate, Redstone Arsenal, AL 35898-5000.
2. Description of Action: The Systems Readiness Directorate of DEVCOM AvMC requests approval to award a firm-fixed-price contract with a Base year and 1 Option year with Total Parts Plus, Environmental Compliance Obsolescence Management, CAGE Code 3FR61. The Government projects award for September 2022 using FY22 OMA funds. The total estimated contract value with option year is base year plus option year).
3. Description of Supplies/Services: The Manufacturing Science and Technology, SRD, CCDC AvMC requires the Total Parts Plus (TPP) Obsolescence Management tool to evaluate electronics manufacturing trends to assess microcircuit and component obsolescence risks for Army aviation and missile systems and other DoD products. This includes interfacing with part/component manufacturers, vendors, and government personnel to monitor manufacturing and supplier trends against military life cycle production needs (including spares and multiple users). In order to fulfill these requirements, a commercially available software that meets the following technical requirements:
Technical Requirements for Software:
- Ability to import bill of material information
- Identify critical components using search features
- Provide form, fit, and function alternates for any part
- Access device datasheets directly from the application
- Provide aftermarket sources and inventory
- Single part of BOM device availability and out-year projections
- Access Product Discountinuance of Notices
- Generate custom reports based on Bill of Materials (BoM) data
- Provide process change and material change notices
- Provide material content information
- Access alert notices directly from the application
- Recognize approximately 90% of current Army Library of Parts
- Web based

4. Authority Cited: 10. U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2) and 6.302-1(c) – This item is available from only one responsible source and no other type of supply will satisfy agency requirements.
5. Reason for Authority Cited: The Total Parts Plus Obsolescence Management tool is the only software application that can provide the required information and is the only tool available that provides hazardous content information on electronic components. It is the only tool that provides the required status of passive components and connectors and provides direct cross reference to Product Discontinuance Notice (PDN)/Product Change Notification (PCN) within the application along with a parametric search option for both active and passive components. Other brands were evaluated to include QStar, IHS BoM Manager, and Silicon Expert. Also evaluated internal Government tools including WebFLIS, FEDLOG and LMP, but these tools do not the produce the manufacturing and supplier trends data required and in the format needed to support the obsolescence engineering mission of SRD. Based on past research and industry knowledge, TPP is the only tool known to recognize > 90% of the current Army part library, a critical requirement when considering the time/funds saved by not having to research the remaining “unrecognized” percentage of components. By having additional parts added to the Total Parts Plus library the recognition rate will be increased thus reducing the amount of time and funds required to research unrecognized components.
6. Efforts to Obtain Competition: Pursuant to paragraph 5, request for information (RFI) through CHESS was performed to determine potential vendors able to provide this maintenance subscription. The results can be seen in paragraph 8 below.
a. Effective Competition: Pursuant to FAR 5.202(a)(6), this action is required to be synopsized.
b. Subcontracting competition. There is no subcontracting competition for this requirement.
7. Actions to Increase Competition: In the future, any new developments in this technology area will be evaluated to determine whether the requirement can be procured under full and open competition and competed to the fullest extent possible.
8. Market Research: In accordance with the FAR Part 10, market research was conducted by Team Lead, General Engineer, AvMC Manufacturing Science & Technology Division and General Engineer, AvMC Manufacturing Science & Technology Division Jan – April 2022. On 16 May CHESS RFQ 407127 was issued on ITES-SW2 to 31 vendors. No bids were received. DoD ESI site was also searched with no findings. A CHESS statement of non-availability ( ) was issued on 23 May 2022. A search on GSA Advantage for this particular brand and available resellers also yielded no results.
