Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: U.S. Army Contracting Command-Redstone, ATTN: CCAM- MZB-B, Modernization Directorate, Redstone Arsenal, AL 35898-5000.

2. Description of Action: The Technical Data Management Division (TDMD), Systems Readiness Directorate (SRD), U.S. Army Futures Command (AFC), Combat Capabilities Development Command (DEVCOM), Aviation and Missile Center (AvMC) requests approval to award a firm-fixed-price contract for a one-year period of performance with New Vision. CAGE Code 81GP8, 3800 American Blvd. W, Suite 1500, Bloomington, MN 55431. The Government projects award in September 2022 utilizing FY22 OMA funds.

3. Description of Supplies/Services: The Technical Data Management Division of the Systems Readiness Directorate has an ongoing requirement to support the DEVCOM AvMC Product Lifecycle Management (PLM) system that provides Center-Wide engineering data management support for various R&D efforts. The New Vision software by Thingworx provides SRD with the enhanced capability and a simplified user interface (UI) for CDRL processing. The products allow for the display and update of Windchill data in a customizable application that resides in ThingWorx New Vision. The application provides a contract deliverable (CDRL) review and the creation of change requests which features to allow for ease of contractual requirements needed by the end user and project management office customers.

Technical Requirements for Software:

• User-friendly front end interface that is able to access existing data from Windchill

• Ability to provide contract deliverable (CDRL) review capability

• Ability to create change requests and COR/KO letters

4. Authority Cited: This justification meets the requirements of FAR 6.302-1(a)(2) – This item is available from only one responsible source and no other type of supply will satisfy agency requirements.

5. Reason for Authority Cited: New Vision authoring software provides users with industry leading tools to create technical content that can be reused across all channels of product and technical documentation. New Vision, Inc. is the only provider of this software tool that supports the DEVCOM AvMC/AMCOM tech loop process. The New Vision products are needed in order to be able to provide PEO Aviation customers enhanced capability and a simplified user interface (UI) for CDRL processing as compared to what is available in Windchill. The New Vision Windchill Integration Framework for ThingWorx is a proprietary Application Programming Interface (API) that allows data to be pulled from Windchill and displayed in a more user-friendly graphical user interface (GUI). The New Vision software allows developers to more easily develop data interfaces between Windchill and ThingWorx without having to know the full Windchill programming language. The New Vision PDF Framework allows PDFs to be easily generated from ThingWorx without a lot of complex coding. Due to its ease of use, developers can produce more work in less time, resulting in reduced costs to the customer in comparison to staffing at levels required without the product. As Windchill is the Product Lifecycle Management (PLM) tool chosen by both PEO Missiles & Space & PEO Aviation to be the data repository in their Digital Engineering (DE) initiatives, any application used to enhance the end-user experience must be compatible with Windchill. For the past several years, the product has been used to build a CDRL application to support all of PEO Aviation. That application allows for end-users who are not Windchill-savvy to be able to participate in the process with little training. The New Visions software also allows the application to have features that are not available in Windchill such as contracting officer letter generation, 1423 generation and comment collation – while storing the CDRL data in Windchill as the source of record. If these licenses are not procured, AvMC SRD will not be able to meet their current customer requirement and will have to use a less efficient system for CDRL processing.

6. Efforts to Obtain Competition:

a. Effective Competition. Pursuant to paragraph (5), request for information (RFI) through CHESS was performed to determine potential vendors able to provide this maintenance. The results can be seen in paragraph (8) below.

b. Subcontracting competition. There is no subcontracting competition for this requirement.

7. Actions to Increase Competition: In the future, any new developments in this technology area will be evaluated to determine whether the requirement can be procured under full and open competition. SRD will continue to evaluate other software products that may emerge on the market that perform similar or like functions as the ThingWorx product to determine if other brands or products may meet the mission requirement going forward and thus expand the competitive base.

8. Market Research: In accordance with FAR Part 10, market research was conducted by data specialists of the Systems Readiness Directorate. Request for Quotes via Army CHESS ITES-SW2 via RFQ# 396160 to 31 potential vendors was initiated with no positive responses received. The DoD ESI and GSA Advantage websites were also reviewed for potential sources, but none were found. A Statement of Non-Availability # 216782458 was received on 3 March 2022.

9. Interested Sources: New Vision, CAGE Code 81GP8, 3800 American Blvd. W, Suite 1500, Bloomington, MN 55431. To date, no other sources have written to express an interest. The notices required by FAR 5.201 shall be published in the beta.SAM.gov and any proposals received shall receive due consideration in accordance with regulatory guidelines.

10. Other Facts: New Vision software maintenance was most recently purchased in FY21 via W9124P21P0083 for $71,500.00.
