About this file
This is a Justification and Approval (J&A) document for other than full and open competition that authorizes the Department of Homeland Security (DHS) Federal Protective Service (FPS) to extend Contract 70RFPW19DW8000001 with Triple Canopy, Inc. for Armed Protective Security Officer (PSO) services throughout Colorado. The extension is for a six-month period from January 1, 2025 through June 30, 2025, covering 235,500 basic/temporary PSO hours and 1,000 emergency security service hours.
The sole-source extension is required to allow time for FPS to complete the award and transition of a competitive follow-on task order (70RFPW24QW8000009), which is currently in the pre-award phase with anticipated award around February 28, 2025. The extension ensures continuity of critical security services while allowing for a 120-day transition period for the new contractor. Triple Canopy is the incumbent contractor and is deemed the only source capable of providing uninterrupted services during this period due to the extensive screening, training, licensing and transition requirements for PSO personnel. The J&A cites 41 U.S.C. 3304(a)(1) as the statutory authority and indicates the extension rates are competitive with similar PSO contracts in the region.
