About this file
This is a Decision to Restrict Competition document issued by the United States Department of Agriculture for Requisition Number 1163892. The Curlew Job Corps Civilian Conservation Center is requesting emergency boiler repair services due to an inoperable Lattner model 445KWLS electric steam boiler that supplies heat and hot water to the dining hall. The preliminary assessment indicates a failed heat exchanger requiring fabrication and installation of a new unit, removal of the existing unit, and proper disposal of the removed exchanger. The contracting activity has identified Atlas Boiler & Equipment Co., located at 3815 E Trent Ave, Spokane, WA 99202, with UEI GB4SR87UWSL5, as the sole suggested source.
The justification for restricting competition cites the urgent nature of the repair as an emergency contracting need imminently threatening life, health, and property. The boiler is the sole location for food preparation for students, and lack of heat and hot water poses safety concerns for occupants and prevents proper sanitization of food service equipment. Additionally, frozen pipes during winter weather could cause significant facility damage. Due to the remoteness of the facility and urgency of repair, no market research was conducted; instead, a known, responsible vendor was contacted and confirmed available to complete the work in a timely manner. Both the Supervisory Program Engineer (Deborah Valles) and Contracting Officer (Ian Barnes) have certified and approved this justification, with certifications digitally signed on February 3, 2026 and February 2, 2026 respectively.
