About this file
This is a Justification and Approval (J&A) document for a sole source bridge contract for roleplayer services.
The Department of Homeland Security's Federal Law Enforcement Training Centers (FLETC) seeks to award a four-month bridge contract to Ops Tech Alliance (OTA), located at 600 Cleveland Street, Suite 212, Clearwater, Florida 33755-4117, for the continuation of roleplayer services at the Glynco, Georgia facility. The contract is structured as Firm Fixed Price with two optional 2-month extension periods and is funded through Operations and Support funds in Fiscal Year 2027 under Solicitation Number 70LGLY26QGLB00062. The current contract (70LGLY21CGLB00001) with OTA expires September 30, 2026, and this bridge action ensures service continuity until a competitively awarded follow-on contract can be executed in January 2027. The follow-on competitive contract (70LGLY26CGLB00006) was awarded September 10, 2026, but is currently under a statutory stay of performance due to a bid protest filed with the Government Accountability Office. The services include furnishing personnel, supervision, management, office equipment, materials, and supplies necessary to provide realistic law enforcement training utilizing scenario-based training methods for approximately 100 collaborating federal agencies.
The justification cites 41 U.S.C. 3304(a)(1) as the statutory authority for the sole source award, asserting that OTA is the only realistic option to maintain critical training services and that a lapse in contract support would present an unacceptable risk to FLETC's operations. The contracting officer determined anticipated prices will be fair and reasonable based on prior acquisition history and pricing from the protested award and current contract, using price analysis per FAR 15.404-1(b)(2). Prior market research conducted during the sources sought and pre-solicitation phases informed the acquisition strategy, and no additional market research will be conducted given the immediate nature and urgency of the requirement. The J&A indicates that Streamlined Funding Approval and Congressional Notification are required to proceed with the bridge action.

Roleplayer Services
Justification & Approval for Other Than Full and Open Competition Template v3.9 (Feb 2026)
JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN
COMPETITION
(41 U.S.C. 3304(a)(1))
Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) 6.103 (FAR Class Deviation 25-111) and in accordance with the requirements of the Revolutionary FAR Overhaul (RFO) 6.104, the justification for the use of the statutory authority under RFO 6.103 is justified by the following facts and rationale required under RFO 6.104-1 as follows:
Agency and Contracting Activity. The Department of Homeland Security(DHS), Federal Law Enforcement Training Centers (FLETC), Procurement Division proposes to enter into a four-month bridge contract on a basis of other than full and open competition.
Nature and/or Description of the Action being Approved. FLETC has a continuing requirement to obtain roleplayer services for Glynco, Georgia. The purpose of this bridge contract is to ensure continuity of services by providing personnel, supervision, management, equipment, materials, and supplies required to ensure effective performance of all required roleplayer services. These services include, but are not limited to furnish personnel, supervision, management, office equipment, materials, and supplies required to provide realistic law enforcement training utilizing scenario based training.
Nature of action: FLETC intends to procure on a sole source basis a bridge contract for a duration of four months, with two 2-month option periods. Services are currently covered under Contract 70LGLY21CGLB00001 with Ops Tech Alliance (OTA) that expires September 30, 2026. This bridge contract is designed to ensure continuity of services and to guarantee adequate performance of all necessary roleplayer services at FLETC until the Government can execute a competitively awarded follow-on contract on or about January 2027.
Name and address of the contractor:
Ops Tech Alliance 600 Cleveland St., Suite 212 Clearwater, Glorida 33755-4117
(c) Contract type: Firm Fixed Price
1 In this document, citations to RFO Parts 6, 10, 15, 25 are citations specifically to FAR Class Deviation 25-11 for FAR Part 6, FAR Class Deviation 25-06 for FAR Part 10, FAR Class Deviation 26-08 R1 for FAR Part 15, and FAR Class Deviation 25-09 R1 for FAR Part 25, which were issued as part of the Revolutionary FAR Overhaul (RFO), implemented in response to Executive Order 14275, Restoring Common Sense to Federal Procurement, signed April 15, 2025.
Justification & Approval for Other Than Full and Open Competition Template v3.9 (Feb 2026)
Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
Services are currently covered under Contract 70LGLY21CGLB00001 with Ops Tech Alliance that expire September 30, 2026. This bridge contract is designed to ensure continuity of services and to guarantee adequate performance of all necessary roleplayer services at FLETC, Glynco, Georgia until the Government can execute a competitively awarded follow-on contract on or about January 2027.
The incumbent is the only realistic option to allow for continued services. A lapse in contract support would present an unacceptable risk to FLETC Glynco, Georgia. Should these critical services become unavailable, it would stop FLETC's ability to provide necessary training for approximately 100 Federal agencies that collaborate with FLETC.
Description of Efforts Made to Ensure that Offers are Solicited from as Many Potential Sources as is Practicable. The protested and the current contract were awarded through a competitive process, ensuring that pricing and terms were established in alignment with prevailing market conditions. Comprehensive market research was conducted during the sources sought and pre-solicitation phases, leveraging historical data and assessing market conditions at the time of the solicitation to inform the acquisition strategy.
Given the immediate nature of the current requirement and the urgency to proceed with a sole source award, further market research will not be conducted at this time. The prior competitive award and its extensive market analysis provided sufficient justification for proceeding without additional market research for this specific need.
Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable. The Contracting Officer determines that the anticipated prices will be fair and reasonable based on prior acquisition history and pricing of the protested award and the current contract. The contracting officer has determined that the anticipated prices for this bridge contract will be fair and reasonable. This determination is based on a price analysis, in accordance with 15.404-1(b)(2). As such, the contracting officer is confident that the proposed prices are justified and represent a prudent use of government resources.
Description of Market Research.
The current contract was competitively awarded through comprehensive market research conducted during the sources sought and pre-solicitation phases, leveraging historical data and assessing market conditions at the time of solicitation to inform the acquisition strategy.
