About this file

This is a Sole Source Justification document for a contract modification by the Department of Homeland Security, United States Coast Guard (USCG), HCA-COCO-11.

The USCG proposes to extend Blanket Purchase Agreement (BPA) 70Z02321APFC05600 with AM2 Solutions LLC, located at 11698 Caris Glenne DR, Herdon, Virginia 20170, on a sole source basis without full and open competition. The extension is authorized under FAR clause 52.217-8, Option to Extend Services, and represents a non-funding contract modification that extends the BPA's period of performance by six months, from February 28, 2026, to August 28, 2026. The extension will maintain the same rates, terms, and conditions as the current five-year BPA. AM2 Solutions LLC provides critical contractor support services for the Marine Inspector Performance Support Architecture (MIPSA), Mariner to Mariner (M2M), Naval Community College (NCC), and Budget Execution (FC-BEX) programs, including program management, documentation, project coordination, financial analysis, and blended learning development in accordance with USCG Training System Standard Operating Procedures. The justification cites GSAR 538.7104-3(b)(ii) as the statutory exception, asserting that only one source is capable of providing the required services at the necessary quality level because the services are unique and highly specialized. The extension is necessary to avoid a lapse in mission-critical services to FORCECOM while awaiting upper-level approval for an increase to the BPA ceiling and to prevent unacceptable delays, loss of critical program knowledge, and increased operational risk that would result from transitioning to a new contractor.

3. Background.

The United States Coast Guard (USCG) requires uninterrupted contractor support services for the Marine Inspector Performance Support Architecture (MIPSA), Mariner to Mariner (M2M), Naval Community College (NCC), and Budget Execution (FC-BEX) programs.

These services are vital to FORCECOM's mission and include program management, documentation, project coordination, financial analysis, and blended learning development. The current Blanket Purchase Agreement (BPA) with AM2 Solutions LLC is set to expire on February 28, 2026, at the conclusion of its five-year period of performance.

To avoid a lapse in these mission-critical services, the USCG intends to utilize FAR clause 52.217-8, Option to Extend Services, to extend the BPA's period of performance for up to six additional months, from February 28, 2026, to August 28, 2026. This extension is not the exercise of a standard option period, but rather an administrative extension authorized by the contract, at the same rates, terms, and conditions as the current BPA.
